About this file

This is an RFP Submission Checklist document for Professional Services contract opportunities at or above the formal RFP threshold for the City of Philadelphia, Pennsylvania. The checklist serves as a tool to ensure applicants submit complete, accurate, and responsive proposals by the stated deadline. Key submission requirements include demonstrating how the applicant meets the Scope of Work requirements detailed in Section II of the RFP, providing a Cost Proposal consistent with RFP specifications, adhering to format and content requirements outlined in Section III, and reviewing all RFP documents and Contract Attachments including Appendix A General Provisions. Applicants must disclose any objections to the General Provisions within their proposal, as objections are not favored and may be weighted against the proposal evaluation.

Applicants are required to submit Appendix C: City of Philadelphia Tax and Regulatory Status and Clearance Statement along with a Statement of Financial Capacity supported by audited or unaudited financial statements, disclosure of any bankruptcy filings within the past five years, or IRS Form 990 for non-profit organizations. All information required under Chapter 17-1400 of the Philadelphia Code regarding local political contributions must be disclosed electronically through the applicant's eContractPhilly account. Optional submissions include Appendix D: Local Business Entity or Local Impact Certification and Appendix E: LGBTQ Applicant Opportunity Data. Proposals must be submitted electronically through eContractPhilly under the correct opportunity number and signed by an authorized signatory. The applicant's registered name and Tax Identification Number on eContractPhilly must match the application, Appendix C, and W-9 form. The checklist was revised in July 2025.
