About this opportunity
The City of Corona Economic Development Department is requesting proposals for comprehensive feasibility, design, engineering, installation, and maintenance services for solar and energy infrastructure at The HUB, a City-owned mixed-use development, under RFP No. 27-001SB, with proposals due September 17, 2026 at 2:00 p.m. via PlanetBids.
The scope spans five phases: Phase 1 (feasibility assessment and conceptual design) including site assessment, solar resource analysis, structural and electrical infrastructure evaluation, solar carports and rooftop systems assessment, battery energy storage systems (BESS) feasibility, microgrid readiness analysis, EV charging integration, and financial modeling for both power purchase agreements and direct ownership/financing; Phase 2 (design and engineering) covering detailed civil, structural, electrical, and mechanical plans, construction drawings, utility coordination, and permitting; Phase 3 (installation and construction) including procurement, installation, prevailing wage compliance, apprenticeship requirements, and system commissioning; Phase 4 (operations, maintenance, and monitoring) providing O&M plans, system monitoring, and annual reporting; and Phase 5 (financial advisory and ongoing support) offering PPA management and regulatory guidance. All contractors must comply with California Prevailing Wage Laws, including DIR registration under SB 854, and employ registered apprentices where applicable.
Evaluation uses a 100-point written-proposal scale: completeness (pass/fail), firm qualifications and relevant experience (25 points), technical approach and methodology (30 points), financial proposal and value (25 points), project schedule and phasing (10 points), and references (10 points). Highest-ranked consultants are invited to interviews, worth an additional 100 points based on presentation, technical content, key staff qualifications, communication, project understanding, and flexibility.
Proposals must include a separate fee proposal detailing hourly rates, labor hours by task, and a maximum not-to-exceed fee. Within ten days of award, the consultant must provide General Liability ($1 million occurrence / $2 million aggregate), Automobile Liability ($1 million), Workers' Compensation with Employer's Liability ($1 million), and Professional Liability / Errors and Omissions ($1 million per claim / $2 million aggregate) certificates; a Payment Bond equal to 100 percent of proposal price; and a City of Corona Business License.
A non-mandatory pre-proposal meeting is scheduled August 13, 2026 at 10:00 a.m. via Microsoft Teams (RSVP by August 12, 4:00 p.m.). Written questions are due August 20, 2026 at 5:00 p.m., with City responses due August 27. The City anticipates consultant interviews October 8, contract negotiations October 15, consultant selection October 19, City Council approval November 4, and Notice to Proceed November 9. The initial contract term runs from execution through a completion date to be specified in the agreement, with renewal possible by mutual written consent.
