About this opportunity

Stafford County Public Schools (Virginia) is requesting proposals for Family & Consumer Science textbook adoption covering grades 6–12 under RFP 27-SCPS-004, with sample materials due September 25, 2026, and the complete proposal package due October 9, 2026 at 2:00 p.m. local time.

The scope encompasses textbooks, workbooks, lab books, teacher editions, and online resources that align with Virginia Department of Education Career and Technical Education Course Competencies and Workplace Readiness Skills. Materials must be available in print and/or digital formats with integration capabilities for Canvas, Clever, or Google sign-on. Vendors must provide formal written correlation and alignment documentation demonstrating alignment with state competencies. Professional development and customer support for teachers and staff are required. Digital-only instructional resources are fully eligible for evaluation and adoption.

The district operates three culinary specialization courses (Culinary Arts I with 64 students, Culinary Arts II with 57 students, and Culinary Specialization with 19 students) and seeks eleven sample sets for eight middle schools and nine sets for six high schools, plus three public-review sets, all delivered to 31 Stafford Ave., Stafford, VA 22554. One sample submission may cover multiple courses if the same resource is proposed across courses.

The initial contract term runs seven years from award with an option to renew for up to one additional successive one-year period, not to exceed eight years total. Renewal price increases are capped at the percentage increase of the U.S. City Average Consumer Price Index (CPI-W) for the previous renewal period. All textbooks and supporting materials must be provided at no additional cost. Stafford Schools reserves the right to award multiple contracts and may consider resources for use with courses other than those submitted.

Evaluation follows a four-part process: subject-specific textbook adoption committees, Division Textbook Committee, and School Board approval. Vendor demonstrations, presentations, and interviews are not permitted. Written inquiries are due by September 16, 2026 at 11:00 a.m. Pricing proposals will be requested only from vendors shortlisted through textbook evaluation.
