About this opportunity
Roswell Park Comprehensive Cancer Center is soliciting competitive proposals for general and medium voltage/switchgear electrical services on its 29-acre Buffalo campus under RFP #27-14, with sealed bids due August 6, 2026 at 2:00 p.m. EST and a virtual pre-bid meeting via Microsoft Teams on July 22 at 11:00 a.m. EST. An M/WBE participation goal of 30 percent applies; a 6 percent Service-Disabled Veteran-Owned Business (SDVOB) goal also applies.
The campus comprises 17 buildings totaling over 2.2 million gross square feet, including hospital, research, administrative, utility, and parking facilities. Services include installation, modification, measurement, testing, troubleshooting, and maintenance of campus and building substations, medium and low voltage power distribution, fire alarm, nurse call, overhead paging, data communication, generator electrical systems, electric manholes and underground conduit and cabling, and automatic transfer switches. Bidders must meet minimum qualifications including ten years' experience, current New York State and Erie County electrical licenses, NFPA 70E and OSHA 10 training, and documented safety programs. Primary insurance must include workers' compensation, commercial general liability at $1,000,000 per occurrence, and umbrella liability at $5,000,000, with Roswell Park named as additional insured.
The resultant agreement is a three-year initial term with three successive one-year renewal options, automatically renewing unless either party provides thirty days' notice of non-renewal. Roswell Park may award multiple zero-dollar term contracts and will request services on a project-by-project basis through purchase orders, with individual projects not to exceed $249,000. Compensation is hourly labor rates by classification and shift, plus specialty equipment and vehicle charges; subcontractor markups are capped at 15 percent. Emergency calls for medium voltage/switchgear services require thirty-minute return and two-hour on-site arrival, compensated at established emergency rates with a four-hour minimum. All hourly rates must comply with New York State prevailing wage requirements, with annual adjustments based on prevailing wage increases and up to 5 percent increases for renewal terms based on the Consumer Price Index.
Evaluation criteria weight financial proposals at 40–55 percent and qualifications and experience at 25–40 percent, depending on service type. Questions are due July 27 at 12:00 p.m. EST. Previously awarded contractors include Weydman Electric, Industrial Power and Lighting, O'Connell Electric, and Ferguson Electric.
