RFP #27-14 Term Contract for Electrical Services

This Request for Proposal (RFP) is issued by Roswell Park Comprehensive Cancer Center, a New York public benefit corporation located in Buffalo, New York, seeking competitive proposals for general and/or medium voltage/switchgear electrical services on its 29-acre campus. The campus comprises 17 buildings totaling over 2.2 million gross square feet, including hospital, research, administrative, and utility facilities. Services include installation, modification, measurement, testing, troubleshooting, and maintenance of electrical systems such as power distribution, fire alarm, nurse call, data communication, generator systems, substations, switchgear, and automatic transfer switches. A pre-bid meeting is scheduled for July 22, 2026 at 11:00 a.m. EST via Microsoft Teams, with questions due by July 27, 2026 at 12:00 p.m. EST. Sealed bid responses are due by August 6, 2026 at 2:00 p.m. EST. The resultant agreement will be a three-year initial term with three successive one-year renewal options, automatically renewing unless either party provides thirty days' notice of non-renewal. Roswell Park may award multiple zero-dollar term contracts to qualified bidders and will request services on a project-by-project basis through separate purchase orders, with individual projects not to exceed $249,000.

Compensation is based on hourly labor rates for different classifications and shifts, plus specialty equipment and vehicle charges, with subcontractor markups capped at 15 percent. Emergency service calls for medium voltage/switchgear services must be returned within thirty minutes with on-site arrival within two hours, compensated at established emergency rates with a four-hour minimum. Bidders must meet minimum qualifications including ten years' experience, current New York State and Erie County licenses, NFPA 70E and OSHA 10 training, and documented safety programs. Contractors must maintain primary insurance coverage including workers' compensation, commercial general liability ($1,000,000 per occurrence), and umbrella liability ($5,000,000), with Roswell Park named as additional insured. Previously awarded contractors include Weydman Electric, Industrial Power and Lighting, O'Connell Electric, and Ferguson Electric. An M/WBE participation goal of 30 percent is established, with a 6 percent Service-Disabled Veteran-Owned Business (SDVOB) goal. The evaluation criteria weight financial proposals at 40–55 percent for general electrical services and medium voltage/switchgear services respectively, with qualifications and experience weighted at 25–40 percent depending on service type. All hourly rates must comply with New York State prevailing wage requirements, with annual adjustments based on prevailing wage rate increases and up to 5 percent increases for renewal terms based on the Consumer Price Index.

SECTION II – SCOPE OF REQUEST

2.1 SUMMARY

Roswell Park is soliciting competitive proposals from qualified Bidders to perform as needed general and medium voltage/switchgear electrical services (“Services”) on its campus. The campus is comprised of hospital, research, administrative office facilities, parking ramp, power plant, and medium voltage utility substation. Services may include the installation, modification, measurement, testing, troubleshooting, and maintenance on the whole, or parts, of the following campus and building systems: campus substation, building substations, medium and low voltage power distribution, fire alarm, nurse call, overhead paging, data communication, generator electrical systems, electric manholes and underground conduit and cabling systems, and automatic transfer switches.

All Bidders must meet or exceed the requirements for the specific type of Service they are proposing to provide (general electrical services and/or medium voltage/switchgear services) contained herein in compliance with Roswell Park requirements, industry standards, and all federal, state and local laws, ordinances and regulations. Bidders shall not be limited from responding to this RFP if they are only qualified to provide one of the types of Service. Response to this RFP, alone, does not guarantee the Bidder(s) will be awarded the contract described herein.

As a result of this RFP, Roswell Park may award multiple zero-dollar term contracts to the successful Bidder(s), hereinafter, “Contractor” to provide the proposed Services. Contractors may be awarded a Resultant Agreement to provide general electrical services only, or medium voltage/switchgear electrical services only, or both general and medium voltage/switchgear electrical services. The Resultant Agreement will specify the type of electrical services the Contractor is approved to perform based on their qualifications. The Resultant Agreement will be a three (3) year initial term (the “Term”) which shall automatically renew for three (3) successive one (1) year renewal terms unless written notice of nonrenewal by either party is given at least thirty (30) days prior to the expiration of the Term.

Roswell Park will request Services from the Contractor(s) on a project-by-project basis in the form of a separate, project specific request for quote. These projects vary in number, size, dollar amount, duration and scope and may have a cost up to $249,000. Projects with a cost in excess of $250,000 may, at Roswell Park’s discretion, be handled by a separate Request for Proposal (“RFP”). As a result of each project-specific request for quote, a Work Authorization/Purchase Order will be issued to the Contractor authorizing them to proceed with the defined scope of work. Since the volume, type, and complexity of Services is unknown, Roswell Park cannot commit a balance of work between the selected Contractors or a minimum amount to any Contractor. On average, Roswell Park’s yearly spend on General Electrical Services (excluding Audio Visual) is $700,000 to $900,000. Roswell Park’s yearly spend on Audio Visual Services is $200,000 - $500,000. On average, Roswell Park’s yearly spend on Medium Voltage/Switchgear Electrical Services is $250,000 to $350,000.
