About this opportunity

The Tennessee Department of Disability and Aging has issued a Request for Proposals (RFP #34401-99494) for comprehensive telemedicine services specifically targeting individuals with intellectual and developmental disabilities (IDD) across 40 sites in Shelby County and other Tennessee locations. The procurement seeks physicians with specialized training in IDD care to provide emergency and after-hours telemedicine services, including 24/7 on-demand medical evaluations via videoconferencing for up to 230 service recipients with IDD and dual diagnoses. Required services include video-assisted medical examinations, treatment planning, patient and caregiver consultations, primary care telemedicine at the Harold Jordan Center Facility, and admission medical assessments for two 4-bed TN START Therapeutic Respite and Resource Homes. The evaluation criteria will allocate 20 points for general qualifications and experience, 60 points for technical qualifications and approach, and 20 points for cost proposal. Key procurement dates include a pre-response conference on January 9, 2025, written questions deadline of January 21, 2025, and a response deadline of February 20, 2025, with an anticipated contract award notification on March 20, 2025.

The current incumbent for these services is StationMD, a telehealth provider specializing in IDD care, which has demonstrated a 93% diversion rate from emergency room visits in 2024. The contract will be funded through state budget allocations for ICF homes, PCP services, and an Enabling Technology Grant for Home and Community Based Services (HCBS) waiver services. The successful vendor must become credentialed through the Department of Disability and Aging within 30 days of contract start, obtaining certification for the 1915(C) waiver and TennCare programs, and credentialing with three Managed Care Organizations (MCOs). The contract term will run from April 11, 2025 to April 10, 2028, with two potential 12-month renewal options, not to exceed 60 months total. Pricing will be structured on a per-person monthly rate for unlimited telemedicine services, with additional costs for equipment including tablet and diagnostic device purchases or leases. The provider must maintain US-based resources, comply with HIPAA requirements, and meet specific technical standards including SOC 2 Type 2 compliance and disaster recovery capabilities.
