About this opportunity

The City of Doral is requesting bids to establish a contract for telecommunications wiring services—installation, termination, configuration, moves, adds, and changes across data, cable television, video, and voice networks—under ITB 2026-22, with bids due September 28, 2026 at 2:00 PM via the OpenGov Procurement Portal and bid opening at the same time via Microsoft Teams.

Bidders must hold current Florida State Electrical Contractor Licensing Board certification as an Electrical Specialty Contractor for low-voltage system installation, demonstrate a minimum of five years of business experience with at least three years providing similar services to local, county, or state governments, and provide a minimum of three performance evaluation surveys from references. Services scope includes installation of copper and fiber optic cabling, coaxial cable for cable television or video, testing and certification, and related work in compliance with ANSI/TIA/EIA and ISO/IEC standards.

The resulting contract carries an initial three-year term with City options to renew for three additional one-year periods, for a total possible term of six years. All quoted prices must remain fixed and firm throughout the initial contract term; the City reserves the right to negotiate reduced pricing for renewal terms based on market trends and applicable pricing indices. Bidders must submit both lump-sum pricing for the total project and unit prices for each item on the Bid Pricing Sheet. All costs for transporting equipment, materials, and labor are the contractor's responsibility, with services on an F.O.B. destination basis.

Bidders must obtain and maintain comprehensive insurance: commercial general liability ($1 million per occurrence, $2 million aggregate), business automobile liability ($1 million combined single limit), workers' compensation (statutory), umbrella/excess liability ($4 million), professional liability ($1 million), and cyber liability ($1 million). The City will award to the lowest responsive and responsible bidder and may award up to two vendors (primary and secondary) for groups of items.

The mandatory pre-bid conference was held September 8 at 10:00 AM via Microsoft Teams. Written questions were due September 18 at 3:00 PM.
