About this opportunity

Los Angeles World Airports (LAWA) is requesting proposals for taxicab operations and management services at Los Angeles International Airport under RFP 0520-2026-09-RFP, with proposals due November 2, 2026, at 4:00 p.m. PST, and a pre-proposal meeting on September 22, 2026. Mandatory Business Enterprise participation is required: 10% Small Business Enterprise (SBE), 5% Local Business Enterprise (LBE), and 3% Local Small Business Enterprise (LSBE).

The scope covers 24/7 taxicab operations at three primary locations: the Ground Transportation Center, Central Terminal Area pick-up areas, and the taxicab holding lot. Services include dispatching, queue management, vehicle authorization verification, transponder administration, ADA-compliant accessible vehicle dispatch, complaint handling, monthly mystery shopper quality assurance, and comprehensive operational reporting. The contractor must manage the current Lettering Dispatch System or propose an alternative to ensure equitable distribution of airport-originating fares and fair passenger queuing. Key personnel—a General Manager, Operations Supervisor, and Customer Service Supervisor—cannot be removed or replaced during the first 12 months without LAWA approval except in medical emergencies.

The contract term is five years. Proposers must submit fully burdened cost and fee schedules covering all personnel, labor, supervision, management, customer service programs, technology, reporting, equipment, training, and administrative support for all five contract years. The incumbent is Authorized Taxicab Supervision, Inc. (ATS). LAX handles approximately 76.6 million annual passengers; historical taxicab trips declined from 1.52 million in 2018 to a projected 596,349 in 2026.

Evaluation criteria are qualifications and experience (30% weight), approach and methodology (45%), inclusivity plan (5%), fee and cost schedule (20%), and interview performance (35% if conducted). Questions are due October 19, 2026. A Notice of Intent to Propose is due November 2, 2026. Insurance requirements include General Liability ($1 million per occurrence / $2 million aggregate), Commercial Auto Liability ($1 million combined single limit), and Workers' Compensation ($1 million employer liability). All submissions are made through Bonfire at https://lawa.bonfirehub.com. Addendum No. 1 was issued September 4, 2026, revising sections on demonstrations, cost worksheets, and supplemental information.
