About this opportunity

The Arkansas Department of Finance and Administration, through the State of Arkansas Department of Shared Administrative Services Office of State Procurement, is requesting bids for printing, packaging, and shipping of Arkansas Individual Income Tax Booklets under IFB S000000541, with bids due July 20, 2026 at 2:00 p.m. Central Time via ARBuy and live bid opening via Teams.

Prospective contractors must demonstrate prior experience providing printing services of similar size and scope to at least two public entity clients. The scope requires production of personalized tax booklets on 8.5-inch by 11-inch 24-pound white paper stock with barcodes, mailing addresses, and account identification numbers securely printed. Estimated annual volume is 50,000 booklets—15,000 requiring taxpayer-addressed postage and 35,000 requiring bulk shipping and delivery. All printing and distribution operations must be conducted within the Continental United States, with printing occurring in a single facility. The State allows overruns up to 2 percent per order but will not pay beyond that threshold. Contractor must maintain Monday through Friday customer service from 8:00 a.m. to 5:00 p.m. Central Time with one-business-day response times for inquiries.

The initial contract term is one year, with options to renew for up to six additional one-year terms, not to exceed seven consecutive years. Anticipated contract start is October 1, 2026, though the State reserves adjustment by up to three months. Award will be made to the lowest responsive and responsible bidder based on estimated seven-year total cost. Pricing must be submitted on the Official Bid Price Sheet as a firm offer with three cost categories: annual setup costs, per-booklet costs, and postage/shipping/delivery costs for years one through seven.

Performance standards include penalties of 10 percent per calendar day for missed deadlines, 20 percent damages for material errors, and 20 percent of invoiced amount per order for quality failures. The contractor assumes all responsibility for loss or damage during shipping and must maintain a total satisfaction return policy allowing the State thirty-day returns for any reason without financial liability. Contractors must comply with Arkansas certifications prohibiting scrutinized companies, boycotts of Israel and energy industries, and illegal immigrant employment. All contractors and subcontractors must complete the mandatory Contract and Grant Disclosure Form (S000000541).
