About this opportunity

The Board of Trustees of the California State University, acting on behalf of California State University San Marcos, is requesting Statements of Qualifications from professional service providers to establish a Task Order Service Agreement for on-demand support of capital projects, minor capital projects, deferred maintenance, and Job Order Contract projects, with SOQs due November 17, 2026.

The TOSA spans five service categories: Architectural & Engineering Services, Inspector of Record & Special Inspection Services, Mechanical/Electrical/Plumbing Engineering, Material Testing & Inspection Services, and Signage & Wayfinding Consulting Services. Respondents must demonstrate broad qualifications and relevant experience on public-sector and higher-education projects of similar scope and complexity completed within the past five years, and must be properly licensed, registered, and authorized in California. Some services are subject to prevailing wage rate laws monitored by the California Department of Industrial Relations.

The agreement carries a maximum value of $2 million over an initial two-year term with two additional two-year extension options. Individual task orders are limited to $600,000 for infrastructure improvement or deferred maintenance services, or $400,000 for all other services. The Board does not guarantee minimum volume, minimum compensation, or exclusivity.

Evaluation is scored on a 250-point scale: organization and staffing (10 points), demonstrated experience on three representative California projects (35 points), subconsultant management capabilities (35 points), unique qualifications and specialized expertise (50 points), cost and schedule management processes (50 points), proposal clarity and responsiveness (20 points), and rate proposal on lowest evaluated price methodology (50 points). Questions are due October 22, 2026 at 2:00 p.m. Notice of Intent to Award is anticipated December 3, 2026, with TOSA execution expected by December 21, 2026. The Trustees reserve the right to reject all SOQs, select one or multiple respondents, and cancel or modify the RFP prior to execution.
