The University seeks Statements of Qualifications from firms capable of providing professional services on an as-needed, task-order basis to support capital projects, minor capital projects, deferred maintenance, Job Order Contract projects, and other eligible University initiatives. The TOSA encompasses five primary service categories: Architectural & Engineering Services, Inspector of Record & Special Inspection Services, Mechanical, Electrical, and Plumbing Engineering, Material Testing & Inspection Services, and Signage & Wayfinding Consulting Services. The RFP was advertised on October 12, 2026, with questions due by October 22, 2026, at 2:00 PM, and Statements of Qualifications due by November 17, 2026, at 2:00 PM via PlanetBids. Notice of Intent to Award is anticipated for approximately December 3, 2026, with TOSA execution expected by approximately December 21, 2026. The agreement has an initial two-year term with two additional two-year extension options available via amendment.
The agreement has a maximum value of $2,000,000, with individual task orders limited to $600,000 for infrastructure improvement or deferred maintenance services, or $400,000 for all other services. The Trustees do not guarantee a minimum volume of task orders, minimum compensation, or exclusivity. Respondents must demonstrate broad qualifications, relevant experience with public-sector and higher-education projects of similar scope and complexity, and the ability to manage subconsultants effectively. Evaluation criteria include organization and staffing (10 points), demonstrated experience on three representative California projects completed within the past five years (35 points), subconsultant management capabilities (35 points), unique qualifications and specialized expertise (50 points), cost and schedule management processes (50 points), clarity and responsiveness of the proposal (20 points), and rate proposal scored on lowest evaluated price methodology (50 points) for a total of 250 points. All contractors must be properly licensed, registered, and authorized in California, and some services are subject to prevailing wage rate laws monitored by the California Department of Industrial Relations. Selection will be made using a one-step process, and the Trustees reserve the right to reject all SOQs, select one or multiple respondents, and cancel or modify the RFP at any time prior to execution.

REQUEST FOR PROPOSAL
FOR
TASK ORDER SERVICE AGREEMENT (TOSA)
PW-SM202609
California State University San Marcos 333 S Twin Oaks Valley Rd, San Marcos, CA 92096
1.0 INTRODUCTION
The State of California, acting through the Board of Trustees of the California State University (“Trustees”), on behalf of California State University San Marcos (“University” or “CSUSM”), is requesting Statements of Qualifications (“SOQ”) from interested and qualified professional service providers (“Respondents”) to provide professional services on an as-needed, task-order basis in support of University capital projects, minor capital projects, deferred maintenance, Job Order Contract (“JOC”) projects, and other eligible University projects.
The purpose of this RFP is to establish a Task Order Service Agreement (“TOSA”) with qualified service provider(s) capable of responding to individual University needs through separately authorized Task Orders.
The TOSA is intended to provide the University with access to qualified professional resources for assignments that may vary in scope, complexity, discipline, duration, and project delivery method.
The specific professional services anticipated under this RFP will be identified by the University in the final solicitation documents and/or applicable Task Orders. Respondents should demonstrate broad qualifications, relevant experience, technical capability, project management capacity, and the ability to assemble appropriate personnel and resources for individual assignments.
Selection for a TOSA does not guarantee the issuance of any Task Order, minimum volume of work, minimum compensation, or exclusivity. No work shall be performed without an authorized Task Order or other written authorization executed in accordance with the TOSA and applicable CSU requirements.
2.0 DESCRIPTION OF TOSA
2.1 Description
a) The Trustees’ TOSA has an initial two-year (2) term, with two (2) additional two-year extension that may be authorized via amendment prior to expiration.
b) Agreement value up to $2,000,000 maximum with each task order limited:
1. $600,000 maximum for services that support “infrastructure improvement” or “Deferred
Maintenance” or
2. $400,000 maximum for all other services.
c) There are services under this Contract subject to prevailing wage rate laws as detailed in the Contract General Conditions; the California Department of Industrial Relations will be monitoring the projects under this Contract for payment of prevailing wage rates.
d) The Trustees shall not guarantee a minimum volume of Task (service) Orders to be awarded as part of the
TOSA.
e) The TOSA Contractor shall be properly licensed, registered, and authorized to provide the professional services specified under this Agreement in the State of California. All individuals providing services requiring professional licensure or registration shall maintain the appropriate and current California professional license or registration throughout the term of the Agreement. The TOSA Contractor and its proposed professional team, as applicable, shall meet all applicable prequalification requirements established by the CSU Capital Planning, Design and Construction Department and/or the Campus.
2.2 Task Orders
a) Individual Task Orders will be prepared by the University to define the specific work required for each assignment. Because a TOSA does not contain the comprehensive framework of deliverables found in a CSU A/E Agreement, the University will develop each Task Order to clearly define the scope, schedule, deliverables, fee, payment terms, and special conditions applicable to the assignment.

b) Task Orders may be issued for a defined scope of professional services, a combination of professional services, or other eligible specialty services as identified by the University.
c) The University may request a written proposal, scope confirmation, schedule, fee proposal, staffing plan, or other information before issuing a Task Order.
d) Compensation may be established using lump-sum fees, hourly rates, unit rates, or another method permitted by the TOSA and applicable CSU requirements.
e) Additional services shall not be performed without written authorization in accordance with the TOSA and Task Order.
f) Each Task Order shall identify the authorized not-to-exceed amount and any applicable project-specific conditions.
3.0 SCOPE OF WORK – (REVIEW APPENDICES)
The TOSA is intended to support a broad range of professional services. The University intends to award one agreement for each of the professional services identified below. The scope of work applicable to each service is provided in the corresponding Appendices.
Respondents shall review the Scope of Work (Appendices) for each professional service for which they intend to submit a Statement of Qualifications (SOQ) and shall complete the corresponding Rate Sheet included in the applicable Appendix for each service for which an SOQ is submitted.

4.0 SELECTION PROCESS / REQUIREMENTS
4.1 Selection Process
The Trustees will select the Contractor using a one-step process—the Request for Proposal. During the selection process, the Trustees focus on selecting the most qualified firms by issuing this Request for Proposal (RFP), from which Respondents may submit Statements of Qualifications (SOQ) to the Trustees. The Trustees will appoint a selection committee to review and score the Respondents’ SOQ. The Trustees will notify the unsuccessful firms and will send the successful firms the notice of intent to award.
The Trustees’ selection committee will score the SOQs from the finalists, conduct interviews, and may conduct reference checks. The Trustees may award the TOSA to the highest scoring firm, or to multiple firms as specified in the RFP. The judgment of the Trustees in this selection process is not subject to appeal.
The Trustees reserve the right to reject any or all SOQs, cancel or modify this RFP, waive minor irregularities or informalities, request clarification or additional information, and/or terminate the solicitation process at any time prior to execution of a TOSA, to the extent permitted by applicable law and CSU policy. Respondents shall not be entitled to reimbursement or compensation for any costs incurred in preparing or submitting an SOQ, participating in interviews, or otherwise responding to this RFP.
