About this opportunity
Toledo Area Regional Transit Authority is requesting bids for the Central Apron Fencing Project, a comprehensive site improvements project at 1127 Central Avenue, Toledo, Ohio, with bids due July 31, 2026. This is a federally funded project (Federal Transit Administration) subject to Davis-Bacon prevailing wage determinations, Buy America requirements, DBE participation goals, and a mandatory project labor agreement (PLA) as a condition of contract award.
The scope encompasses demolition, pavement and grading work, traffic control for crosswalk improvements, landscape enhancements with new tree and shrub plantings, a new bus shelter structure with composite metal panels and aluminum curtain walls, gate specifications, and electrical infrastructure including power to light poles, wall-mounted lights, gates, control systems, and the shelter. Structural work requires a reinforced concrete slab-on-grade foundation with steel framing and architectural exposed structural steel (AESS Level 4) design. Concrete slabs must be 4,000 PSI with 6 percent maximum air entrainment; structural steel must meet ASTM A500 Grade B tubes with ASTM A36 rolled angles and plates. All construction must conform to International Building Code, Ohio Building Code, ACI 318, AISC 360, and AISI standards. Designs are based on a minimum design net allowable bearing pressure of 1,500 PSF and assume footings and slabs bearing on competent native soil or approved engineered fill.
Contractors must obtain performance and payment bonds equal to 100 percent of contract value and submit a 5 percent bid guarantee. Subcontractors must be paid within 30 days of prime contractor receipt of payment. Contractors must verify existing conditions, locate all utilities prior to work commencement, and comply with federal labor standards, civil rights laws, and seismic safety, clean air, and water pollution control regulations. Byrd Anti-Lobbying Amendment certification and Declaration of Non-Collusion are required with bid submission. Bid set and project manual are attached.
