About this opportunity

The Pennsylvania Department of Labor and Industry (DLI) is seeking qualified contractors to provide vocational rehabilitation services across the state through an Invitation to Qualify (ITQ) contract. The ITQ is open to contractors with experience, background, and certifications in delivering vocational evaluation, analysis, job development, and placement services for injured workers in compliance with the Pennsylvania Workers' Compensation Act. Contractors must meet specific qualifications, including possessing relevant certifications, educational degrees, and a minimum of 5 years' experience providing these services under the Act. Contractors will be required to submit technical and cost information, as well as demonstrate prior experience in Pennsylvania. Awarded contractors will be eligible to respond to future Requests for Quotes (RFQs) from Commonwealth agencies and local public procurement units, with pricing and service requirements established through the RFQ process.

Suppliers must register in the Pennsylvania Supplier Portal and the JAGGAER procurement system to submit their qualifications electronically. The State Workers' Insurance Fund (SWIF) prefers all work to be performed by or supervised by a Certified Rehabilitation Counselor. Suppliers meeting the eligibility requirements are encouraged to self-certify as a Department of General Services (DGS) Small Business. The ITQ does not specify award amounts or funding sources, as it is an open-ended contract to establish a pool of qualified contractors for future service requests.
