About this opportunity
The Oklahoma Office of Management and Enterprise Services (OMES) Central Purchasing division is soliciting responses for a statewide early literacy and mathematics screening system contract (SW1075, Solicitation EV00000955) with responses due August 31, 2026 at 3:00 p.m. CST. The contract is mandatory statewide and may be utilized on an as-needed basis by state agencies and affiliates.
The screening system must identify reading and math deficiencies, including characteristics of dyslexia and dyscalculia, for kindergarten through fifth-grade students, delivering valid, reliable, and actionable data. Required capabilities include universal screening three times annually; assessment of foundational literacy skills spanning phonological awareness, sound-symbol recognition, alphabet knowledge, rapid automatized naming, decoding, oral reading fluency, vocabulary, and reading comprehension; and mathematical assessment covering problem-solving, procedural fluency, and conceptual understanding. The system must support Multi-Tiered Systems of Support (MTSS) alignment and predict performance on Oklahoma's School Testing Program in grade 3. Data management must provide student, classroom, school, and district-level profiles with secure state-level access. Mandatory pass/fail thresholds require direct reporting of student-level data to the State Department of Education and OEQA, and authorized state personnel access via secure web-based portals, downloadable reports, APIs, or vendor-supported methods. Bidders must demonstrate assessment validity and reliability with preference for externally-produced research, expertise in Science of Reading–aligned assessment, proven K-5 implementation across multiple districts or statewide contexts, comprehensive data systems with state-configurable benchmarks, statewide training and implementation capacity, accessibility for students with disabilities and English learners, organizational financial stability, and predictive validity for grade 3 performance.
The initial contract term runs from execution through October 1, 2027, with up to four one-year renewal options available, extending potentially to September 31, 2031. Evaluation uses weighted criteria: Assessment Quality, Validity, and Reliability (30%); Alignment to Literacy and Math Requirements and Instructional Usefulness (20%); System Functionality and Deliverables (15%); Data Management and Accessibility (10%); Implementation, Training, and Support (10%); Vendor Qualifications and Experience (5%); and Cost and Overall Value (10%). Pricing must include per-student assessment access, data system access, training and professional development, and technical support on an all-inclusive basis, with optional add-on costs identified separately. Proposals must demonstrate statewide or near-statewide volume discounts and provide three-year cost stability with price guarantees or caps for the contract duration. A mandatory 1% contract management fee must be included in all quoted prices and remitted quarterly to OMES. Bids remain firm for 120 days after the due date. Federal funds support this purchase. Questions are due August 10, 2026. The contracting officer is Nicholas Linder at Nicholas.Linder@omes.ok.gov or 405-522-6606.
