About this opportunity

The Information Services Division of Oklahoma is soliciting qualified suppliers for a supplemental rebid to add new vendors to an online course curriculum and digital-tools contract under statewide vehicle SW1023, with proposals due October 12, 2026. This is a supplemental RFP (EV00000973) to the original solicitation EV00000425; existing vendors are instructed not to resubmit. The supplemental rebid is authorized under Oklahoma Statute 70-1-111 to maintain and expand the Oklahoma Online Course Catalog and Horizon Consortium toolkit supporting K-12 nontraditional classroom learning.

Bidders may propose either digital tool products or online courses. Digital tool vendors must specify product names, interface capabilities with operational requirements, and pricing. Online course providers must identify course titles, delivery format (content-only, instructor-embedded, or both), instructor credentials, student capacity per instructor, alignment with Oklahoma content standards, NCAA eligibility status, and pricing. All pricing must comply with most-favored-customer pricing requirements — prices offered through the Horizon Consortium cannot exceed the lowest price at which products or courses are offered to any state, public school, or school district in the United States, with automatic price reductions to match lower pricing discovered elsewhere.

Course providers must submit comprehensive documentation on information security practices, including security policies, staff training, physical access controls, asset inventory, pre-employment verification, confidentiality agreements, incident reporting, business continuity planning, and regular risk assessments. A Service Level Agreement, account team structure, support capabilities, and escalation procedures are required and subject to negotiation prior to award.

The contract term runs through July 31, 2027, with four one-year renewal options. The contract is firm, fixed-price with indefinite delivery and quantity. All travel expenses and delivery costs must be included in bid pricing. Pricing must remain firm for 120 days after the due date. Questions are due September 28, 2026. The contracting officer is Cini Zacharia, Cini.zacharia@omes.ok.gov, 405-522-9078. Proposals must be submitted through the Oklahoma Supplier Portal with an Authority to Operate confirmation or evidence of an ATO request.
