About this opportunity
The Pennsylvania Department of Education is requesting proposals for architectural and engineering services to conduct facility condition assessments of K-12 public school buildings participating in the Supporting America's School Infrastructure (SASI) grant program, with proposals due July 17, 2026, at 1:00 PM EDT. Small Diverse Business (SDB) participation of 11 percent and Veteran Business Enterprise (VBE) participation of 3 percent are mandatory; offerors failing to meet these goals or obtain approved Good Faith Efforts waivers will be rejected as nonresponsive.
The scope encompasses on-site evaluations of 128 eligible local education agencies (LEAs) totaling approximately 15.1 million square feet across Pennsylvania, with assessments of major facility systems (mechanical, electrical, plumbing, structural, vertical transportation, utilities, and building envelopes) to Uniformat II Level 2 depth. Deliverables include LEA-level reports due within 60 days of completing each assessment and a consolidated statewide report due within 90 days of completing all assessments; all assessments must be completed by November 15, 2027. Optional technical assistance and training services are available at the contractor's discretion. The contractor must remain available for contract administration through November 15, 2028 and may be engaged for optional Phase 2 if authorized, with Phase 2 LEAs identified 60 days prior.
Offerors must submit qualifications using GSA Standard Form 330, demonstrate prior experience as principal architect or engineer on similar facility assessment projects, provide resumes for all team members, and ensure the lead architect or engineer holds current professional licensure. Pricing follows a cost-per-square-foot structure for facility assessments and fixed prices per LEA for communication, coordination, and reporting; travel costs are reimbursed separately under Pennsylvania Management Directive 230.10 up to a not-to-exceed amount for Phase 1 only. The contract term runs from the effective date through February 15, 2029, as a fixed-price contract. Evaluation allocates 65 percent to technical merit and 35 percent to cost, with up to 3 percent bonus points for domestic workforce utilization. Offerors must achieve a technical score of at least 75 percent of available technical points to be considered responsible. A virtual SDB and VBE Goal Information Session is scheduled for May 27, 2026, at 11:30 AM, with RSVP required by May 26 at 3:00 PM. Questions are due by June 5, 2026.
