The State of Delaware, Office of Management and Budget, is soliciting letters of interest from professional service firms for design, specifications preparation, bid document development, and contract administration services for Supplemental Statewide Minor Capital Projects, with submissions due August 20, 2026. This is a multiple-award vehicle with no guaranteed assignments; OMB will assign projects as needed at its discretion.
Respondents must identify qualifications in one or more professional disciplines: architectural, structural, civil, geotechnical, mechanical, electrical, plumbing, and interior design. Each firm must employ at least one current employee holding a State of Delaware professional license in any discipline for which it seeks qualification. Qualified firms must be located within a one-hour drive from Wilmington, Dover, or Georgetown, Delaware, as measured by Google Maps, and must demonstrate experience with public works contracts, familiarity with Delaware Code and public works requirements, and appropriate organizational structure.
Scope encompasses new construction, improvements, renovations, repairs, and replacements for minor capital projects. Basic services specified in the modified AIA B101-2017 agreement include multiple preliminary drawings, civil engineering, landscape design, detailed cost estimating using unit in-place methods, as-designed and as-constructed record drawings in PDF/A and AutoCAD-compatible formats, telecommunications and data design compliant with state Department of Technology and Information standards, life cycle cost analysis as mandated by 29 Del. C. 6909A, and commissioning incorporating owner commissioning agent comments. Historic preservation services are included when required by local government.
The architect must carry general liability insurance of $1,000,000 per occurrence and $3,000,000 aggregate, plus one additional coverage type (medical/professional liability, errors and omissions, or product liability) at matching limits. All design documents remain state property and may be reused for similar projects without additional architect compensation. The architect is responsible for correcting design errors at no cost to the state.
Written questions are due August 11, 2026, with responses posted by August 14. Interviews with selected firms will be scheduled at times and dates determined by OMB. Contracts will be issued under AIA B101-2017 for Fiscal Year 2027 with annual renewal options through Fiscal Year 2029. Upon project assignment, each firm will receive an AIA G802-2017 Amendment outlining specific scope. OMB reserves the right to issue additional RFPs for design services and seeks to apportion work equitably among qualified firms.
