About this opportunity
Towson University's Procurement Department is requesting bids for supplemental event parking services through competitive simplified procurement, with bids due December 5, 2025 at 3:00 p.m. via eMaryland Marketplace Advantage and questions due December 1, 2025.
The scope covers uniformed parking attendants and supervisors for special events, stadium events, arena events, and athletic events on an as-needed basis. The base contract term (January 6, 2026 through January 5, 2029) anticipates approximately 750 hours annually for parking attendants and 24 hours annually for supervisors, averaging two to three supplemental staff per event with historical requests reaching twelve staff per event. Event types include football, lacrosse, basketball, athletic tournaments, and commencement ceremonies. The contractor must provide uniforms and equipment as occasionally requested and maintain $2,000,000 Commercial General Liability and $1,000,000 automobile liability insurance. The University may impose performance-based payment reductions of 10 percent to 40 percent for improper uniforms, late arrivals, and unprofessional behavior.
Qualification requirements include at least five years of experience providing parking attendants and supervisors, submission of three comparable projects involving events with a minimum of 1,000 vehicles within the past five years, and English language proficiency verification. Bidders must submit fully loaded fixed hourly rates for both position types and specify a cancellation fee percentage (applicable only when notice is provided less than 24 hours before scheduled event start time); pricing remains valid for 90 days.
The University retains the unilateral right to extend the contract for two additional one-year renewal periods through January 5, 2031. Award will be made to the responsible bidder submitting the responsive bid deemed most advantageous to the University; the University may award one or more contracts.
