About this opportunity

The Office of State Procurement is soliciting bids for aggregates to supply the Louisiana Department of Wildlife and Fisheries across 41 Wildlife Management Areas statewide, with bids due October 22, 2026 at 10:00 a.m. Central Time. Louisiana preference provisions apply to bidders whose Louisiana business workforce comprises at least 50 percent Louisiana residents.

This is an open-ended requirements contract with estimated annual aggregate demand of approximately 38,200 tons across all WMAs, with individual locations ranging from 100 to 8,000 tons annually; actual requirements may exceed or fall below estimates. Six material types are specified: Limestone #610, Limestone #57, Limestone 1.5 x 3 Inch #1, Pit Run, Dirt Fill (60/40 Clay/Sand/Dirt with Plasticity of 19), and Washed Gravel 1.5 to 2.5 #2. All materials are subject to ASTM and AASHTO testing standards covering gradation, abrasion resistance, soundness, and specific gravity. Unit pricing must be quoted separately for ten delivery locations (Camp Beauregard, Bodcau, Loggy Bayou, Soda Lake, Pearl River, Sandy Hollow, Clear Creek, John Franks, Bogue Chitto, and Bayou Pierre) with all transportation, inside delivery, and debris removal included in the bid price. The contractor must maintain a minimum fleet of six trucks with 22–26 cubic yard capacity, supplemented by smaller dump trucks as needed, and deliver aggregates via tailgate spread in an even fashion with printed tare and weigh tickets from a certified scale.

The initial contract term is 12 months, with options for two additional 12-month renewals at the same prices, terms, and conditions, for a maximum duration of 36 months. Price adjustments may be considered quarterly based on the U.S. Department of Labor's Producer Price Index for construction sand, gravel, and crushed stone upon written request with supporting documentation submitted at least 30 days prior to the effective period and approval by the Office of State Procurement. The contractor must maintain comprehensive insurance including workers' compensation; commercial general liability with minimum limits of $1 million per occurrence and $2 million aggregate; and automobile liability with a $1 million combined single limit, with the State of Louisiana named as an additional insured. Questions are due October 8, 2026, with written responses due October 15, 2026.
