About this opportunity

The Seattle Housing Authority is requesting bids for design, supply, installation, commissioning, and one year of maintenance of a Distributed Antenna System (DAS) at Sunrise Manor, a four-story senior apartment complex in Seattle, Washington, with bids due August 12, 2026 at 1:00 p.m. and pre-bid site visits on July 7 and July 24 at 1:00 p.m.

Bidders must be registered on the Seattle Housing Authority's Small Works Roster maintained by MRSC and hold current contractor licensing, workers' compensation coverage, and compliance with debarment and suspension requirements. Section 3 requirements apply with a 25 percent Section 3 Worker labor hour goal and a 5 percent Targeted Section 3 Worker labor hour goal. The project is subject to Washington State Prevailing Wage requirements for King County residential work effective August 12, 2026.

The scope encompasses a detailed radio frequency survey; system design compatible with multiple cellular carriers; permitting and carrier coordination; rooftop and interior antenna installation; signal amplifier provision; cable routing in EMT conduit; and testing and commissioning. One year of post-installation maintenance is included in the bid price. The property at 1530 NW 57th Street contains 32 units across four floors, each floor covering approximately 7,500 square feet.

The estimated project budget is between $95,000 and $105,000. The contract term is 60 calendar days plus two optional one-year extensions for post-installation services. Sales tax applies to materials only, not labor. The project timeline is estimated at 5 to 6 weeks: site survey and design (2 days), equipment procurement (2 weeks), installation and integration (2–3 weeks), and testing and commissioning (2 days). Questions are due July 28, 2026 at 5:00 p.m. Bidders must submit a bid guarantee of 5 percent of the bid amount, though this requirement is waived for small works roster projects estimated at $100,000 or less. Within seven calendar days of award, the successful bidder must furnish performance and payment bonds equal to 100 percent of the contract price and evidence of insurance: Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, employers' liability, workers' compensation, and commercial business auto coverage of $1,000,000 per accident.
