Bidders must hold a minimum of five years of continuous active participation in billing and servicing comparable equipment or services, provide three references from purchases within the last five years, and submit SOC Type II audit reports and completed HECVAT 4.0 forms. Bidders may claim applicable preferences including Disabled Veteran Owned Business or Certified Business categories with supporting documentation.

The contract term runs from award through December 31, 2029, with options to renew for two additional twelve-month periods subject to satisfactory performance and funding availability. Pricing must remain firm for the initial contract period. Vendors must submit itemized cost proposals covering one-time implementation and transition costs, ongoing annual fees paid by KBOR, fees charged to borrowers or third parties, and optional services; KBOR may reject proposals lacking cost transparency or shifting unreasonable costs to borrowers. Proposals must include separate technical and cost components addressing implementation timelines, data migration methodologies, security controls, compliance capabilities, customer service models, and measurable service level commitments. Services are scheduled for delivery by January 31, 2027. Questions are due September 7, 2026. No pre-bid conference is scheduled.
