About this opportunity
The University of Connecticut is requesting proposals for a comprehensive Student Health Insurance Plan to serve its full-time student population across Storrs and five regional campuses, commencing with the 2027-28 academic year, with proposals due October 13, 2026, at 2:00 PM (ET) and a pre-proposal conference on September 21, 2026, at 11:00 AM (ET).
The University encourages participation from Connecticut-certified Small, Minority-Owned, Woman-Owned, and Disability-Owned businesses, as well as Connecticut-based businesses, though no set-aside or preference program restricts eligibility. Proposers must hold a Certificate of Authority from the Connecticut State Insurance Department, maintain an AM Best rating, and provide audited financial statements. Three comparable references from higher education institutions are preferred.
The plan must be ACA-compliant and include medical, prescription drug, dental, vision, and behavioral health coverage with 24/7/365 worldwide coverage. A PPO network option must include at least 75% of area providers within a 20-minute drive of each campus, specifically Windham Community Memorial Hospital, Eastern Connecticut Health Network, and UCONN Health in Farmington. Minimum financial parameters include in-network deductibles of $300 individual/$900 family, 80% in-network coinsurance, and in-network out-of-pocket maximums of $6,850 individual/$13,700 family. The plan must address approximately 585 varsity student-athletes (100 domestic and 100–115 international). The University will evaluate proposals using weighted criteria: Plan Design, Coverage, and Value-Added Features (30 percent), Financial/Economic Proposal (30 percent), Company Experience and Demonstrated Capability (20 percent), and Staffing Plan, Reporting, and Services (20 percent).
The contract term consists of an initial one-year period plus four optional one-year extensions for a potential five-year total. The University intends to make a single award but reserves the right to make multiple awards, including potentially a separate Student-Athlete Alternative Plan contract. Proposals must remain valid for 180 days from the due date. Questions are due September 30, 2026, at 2:00 PM (EST). Contact: Christopher Robinson, chris.robinson@uconn.edu, 860-486-5004.
