About this opportunity

The New York State Office of Mental Health is requesting proposals for Strict and Intensive Supervision and Treatment (SIST) providers to deliver sex offense-specific treatment and community supervision services to court-ordered individuals throughout New York State under RFP 26-005, with proposals continuously reviewed beginning November 13, 2026 on a quarterly basis.

This is a continuous recruitment RFP with no single proposal deadline; all responsive and responsible offerors meeting minimum requirements and achieving a combined score of 60 or higher will be awarded contracts. Service delivery spans all ten administrative regions of New York State as defined in Exhibit 5. Participation goals are 0 percent for both Minority and Women-Owned Business Enterprise (MWBE) and Service-Disabled Veteran-Owned Business Enterprise (SDVOB).

Required scope includes intake evaluations, individual therapy sessions (one to three times weekly, approximately 60 minutes), group therapy sessions (one to two times weekly, approximately 90 minutes), monthly completion of risk assessment instruments (ACUTE-2007 and STABLE-2007), monthly team meetings coordinated with Department of Corrections and Community Supervision, quarterly court progress reports, and telehealth capabilities where required. Vendors must hold current New York State licensure as psychiatrist, psychologist, licensed social worker, mental health counselor, or equivalent mental health professional; possess a master's degree or higher in a clinical field from an accredited institution; and adhere to Association for the Treatment of Sexual Abusers (ATSA) Standards and Code of Ethics.

Contracts will run five years from approval by the New York State Office of the State Comptroller with no renewal options. Pricing is fixed for the entire contract term with no escalation allowed. Evaluation uses an 80-point technical component (qualifications, experience, evidence-based expertise, therapeutic modalities, co-occurring conditions) and a 20-point cost component. Existing SIST contract holders' pricing will be evaluated against historical costs with justifiable increases capped at the lesser of 3 percent or the Consumer Price Index. Incumbent providers include Sexual Behaviors Outreach Consultants, New Paradigm Psychological Services PLLC, Forensic Mental Health Counseling of WNY PLLC, and multiple other individual practitioners and community-based firms. Proof of Workers' Compensation and Disability Benefits insurance coverage is required prior to contract execution.

Opportunity text

The primary goal of Strict and Intensive Supervision and Treatment is to successfully manage, in thecommunity, sex offenders who have been determined by the court to suffer from a mental abnormality(i.e., the individual has been found to be predisposed to commit sex offenses and to not have the abilityto control as defined in MHL § 10.03(i)), but who are deemed by the court not to be dangerous enoughto require civil confinement. SIST provides increased public protection through mandatory sex offensespecific treatment and intensive supervision. When a sex offender is placed on SIST, s/he agrees toabide by specific court‐issued conditions, which are typically based upon the recommendations of theDepartment of Corrections and Community Supervision (DOCCS) in consultation with OMH and thedesignated community-based treatment provider(s). These conditions are extensive and mirrorspecialized conditions imposed on sex offenders subject to traditional parole supervision and ofteninclude global positioning satellite (GPS) tracking, polygraph monitoring, specification of residence, prohibiting contact with identified past or potential victims, attending and participating in treatmentsessions, and other related treatment and supervision requirements.
