About this opportunity

The City of Pittsburgh Office of Management and Budget, on behalf of the Department of Mobility and Infrastructure, is soliciting bids for the Streets Run Channel Repair Project, a stream channel remediation effort to repair previously constructed work found to violate original permit conditions, with bids due August 17, 2026.

The scope encompasses excavation and stabilization of a designated stream channel reach on Streets Run, a perennial warm water fishes protected stream in the 31st Ward of Allegheny County. Work includes removal of existing grouted rock, placement of new Class R-6 and Class R-7 grouted rock riprap, gravel bar removal, and scour hole repair. The project site spans 0.7 acres of disturbance, with 0.1 acres within the floodplain. Contractors must provide all engineering and survey services to locate and construct items per contract drawings at no additional cost to the city. Environmental controls are mandatory, including temporary water pollution and soil erosion measures, air pollution controls, and noise minimization. Contractors must coordinate with five utility companies (Comcast Cable, Pennsylvania American Water, Verizon, Peoples Natural Gas, Duquesne Light Company, and Pittsburgh Water and Sewer Authority) and contact PA One Call System, Inc. at least three to ten working days prior to excavation. A mandatory on-site pre-construction meeting is required at least seven business days before disturbance activities begin. Night, holiday, and weekend work is prohibited except when ordered by the city and only at established reimbursable rates.

Pennsylvania prevailing wage rates apply to all laborers, mechanics, and other workers. Contractors must maintain detailed payroll records and submit certified payroll documentation throughout project duration. Work must comply with City of Pittsburgh Standard Specifications for Materials and Construction, Pennsylvania Department of Transportation publications, and current environmental standards, with coordination required through the Allegheny County Conservation District and Pennsylvania Department of Environmental Protection. Construction plans, bid sheets, special provisions, and prevailing wage schedules are attached to the solicitation.
