About this opportunity

The City of Savannah is requesting bids for street resurfacing on 61 streets within the city, with bids due August 11, 2026 and a mandatory pre-bid conference on July 2, 2026 at 8:00 a.m. at the Floyd Adams Jr. Complex, Conference Room 1D. A 20% disadvantaged business enterprise goal applies, with a minimum 10% local DBE requirement; bidders must either meet the goal or submit documented good faith effort.

The scope encompasses variable depth milling (1.5" to 2"), placement of 12.5mm SP asphalt, and replacement of bipole and quadrapole traffic signal loops across Chatham County. Work is performed within the City of Savannah and must comply with current GDOT standards and specifications, including GDOT Special Provision 150 for traffic control and MUTCD guidelines. All work is prohibited during peak traffic hours (7:00–9:00 a.m. and 4:00–6:00 p.m., Monday–Friday) and in Aldermanic District 2 from March 8–26, 2027, due to St. Patrick's Day festivities.

Contractors must demonstrate 10 or more years of experience in milling and resurfacing, including prior work with GDOT or SCDOT, and provide references with their bid. Contractors are responsible for all materials, labor, equipment, supervision, permits, vehicle removal, and comprehensive insurance including general liability ($2 million aggregate), commercial auto liability ($1 million), workers' compensation, and umbrella liability ($1 million). A one-year non-prorated warranty is required.

Upon Notice to Proceed, contractors have 11 months to complete all work. Liquidated damages of $1,000 per day apply for schedule overruns, with additional fines for late roadway clearance. The City retains 10% of produced millings for delivery to the Sycamore Material Storage Facility. Award will be based on lowest net cost to the City while meeting all specifications. Bidders must submit proposals electronically through the supplier portal with pricing for each line item.
