The City of Wichita is requesting bids on street light and traffic system maintenance and repair for its Public Works & Utilities Department under RFB #260235, with sealed bids due electronically by 10:00 a.m. on September 25, 2026, and questions due by 3:00 p.m. on September 17, 2026.
The scope encompasses maintenance and repair of city-owned street lighting systems and traffic signal infrastructure, including controllers, fiber optic lines, detection equipment, poles, mast arms, conduits, and cameras. The City has identified approximately 300+ streetlights at specific locations including Kellogg Bridge, Kellogg Frontage Road, and various other municipal sites listed in Attachment A. Normal work hours are 8:00 a.m. to 5:00 p.m. Monday through Friday, with no work after 3:00 p.m. on Fridays. Emergency maintenance must be available 24/7 with two-hour response time for critical highway lighting.
Pricing is structured as hourly rates on a time-and-materials basis. Bidders must submit rates for Laborer (1st Person) at 300 hours, Laborer (2nd Person) at 25 hours, Pickup Truck at 150 hours, Truck with Ladder/Basket at 100 hours, and Aerial Equipment at 25 hours. The City will provide materials and equipment from its Central Maintenance Facility; contractor-supplied materials are billed at actual cost plus 15%. Payment is monthly upon invoice.
The contract term is one year with four one-year renewal options available by mutual agreement, subject to funding availability. Either party may cancel with thirty days' prior written notice. Award will be based on lowest and best total net bid from a responsive and responsible vendor. Contractors must have a minimum of three years' experience in similar services, current licensing, and adequate insurance including $1,000,000 Commercial General Liability, $1,000,000 Comprehensive Automobile Liability, and Workers' Compensation coverage.
