Bidders must hold a valid State of Hawaii General Engineering "A" license prior to contract award, a hard eligibility gate.

Type A Pullboxes are required at 2 of the 28 intersections. Construction is restricted to 8:30 a.m. to 3:30 p.m. Monday through Friday on County streets, with all lanes remaining open during peak hours (6:30–8:30 a.m. and 3:30–6:30 p.m.). The contractor must comply with an NPDES Permit for Construction Activities, implement comprehensive erosion and sediment control, protect Hawaiian seabirds and endangered species, and follow historical preservation protocols. The contractor bears responsibility for utility location, drainage system functionality, dust and sediment control, traffic control, and project area maintenance for one year after final inspection. Liquidated damages of up to $27,500 per day per Best Management Practice requirement may be assessed for non-compliance.
The estimated construction cost ranges between $1,000,000 and $2,800,000. This is a federal-aid project subject to Davis-Bacon prevailing wage, Equal Employment Opportunity, Disadvantaged Business Enterprise program requirements, and Contract Work Hours and Safety Standards Act provisions. The prime contractor must perform at least 30 percent of the contract work with its own organization, excluding designated specialty items. Performance and payment bonds are required. A virtual pre-bid conference is scheduled for October 1, 2026 at 10:00 a.m. HST; interested parties must contact Project Manager Joel Bautista no later than five working days prior. Requests for Information and substitution requests are due October 9, 2026 at 2:00 p.m. HST through the HIePRO procurement system.
