About this file
This is a construction plan document from the State of Hawaii Department of Transportation, Highways Division, for Federal Aid Project STP-0700(098), an Intelligent Transportation Systems project on Kauai. The scope of work encompasses the construction of concrete bases for traffic signal cabinets at 28 traffic-controlled intersections throughout various locations on Kauai, along with trenching and installation of underground conduits and pullboxes to connect the concrete bases to existing traffic signal pull boxes, power sources, and broadband signal communication sources. The project also includes removal and restoration of existing structures affected by construction and hydromulch seeding of disturbed areas. Installation of Type A Pullboxes is required at only 2 of the 28 traffic-controlled intersections. The construction plans include standard details for catch basins, storm drain systems, landscape features, traffic signs, traffic signals, and pavement markings, with the plans dated June 2025 and containing comprehensive notes regarding construction requirements, material specifications, and standard practices.
The project involves federal aid funding through the State Highway Administration and is subject to extensive environmental, historical preservation, and water pollution control requirements. Construction is restricted to specific hours on County streets (8:30 a.m. to 3:30 p.m., Monday through Friday) and all lanes must remain open during peak traffic hours (6:30 a.m. to 8:30 a.m. and 3:30 p.m. to 6:30 p.m.). The contractor must comply with an NPDES Permit for Construction Activities, implement comprehensive erosion and sediment control measures, protect Hawaiian seabirds and other endangered species, and follow stringent historical preservation protocols. The contractor is responsible for utility location, maintaining drainage system functionality, controlling dust and sediment, providing traffic control, and maintaining the project area for one year after final inspection. Liquidated damages of up to $27,500 per day per BMP requirement may be assessed for non-compliance with environmental and construction standards.
