About this opportunity

Montgomery College's Office of Procurement is requesting proposals for storm water asset maintenance on the Germantown Campus on an as-needed basis, with proposals due September 11, 2026 at 3:00 PM EDT and a required pre-proposal meeting and site visit on August 28, 2026.

Offerors must be registered to do business with the State of Maryland and in good standing, possess a minimum of five years' experience in storm water asset maintenance, and maintain commercial general liability insurance with $2 million limits. Three references from similar service provision within the past three years are required.

The scope includes weed management, trimming, pruning, and fall cleanup across multiple bio-retention pits; quarterly servicing of flow splitters with trash rack cleaning and sediment removal at confined-space work areas; biannual exercising and lubrication of a North Pond valve; and annual spring cleanup with mulching at 2–3 inches of shredded hardwood mulch. Maintenance visits occur 2–16 times annually depending on asset location. Services commence October 1, 2026.

The initial contract term is one year from award, with four optional one-year renewal periods at the College's sole discretion, contingent upon satisfactory performance and funding availability. Contract award is anticipated for September 15, 2026, contingent upon Board of Trustees approval if the full contract term value exceeds $450,000.

All pricing must be submitted on the provided Price Proposal Form and include labor, materials, equipment, travel, and other associated costs with no allowance for additional charges. Offerors must hold proposal prices firm for 120 days after the proposal closing date. Evaluation is weighted 60 percent on technical qualifications and environmental, health, and safety plans and 40 percent on price, with award to the highest-scoring responsible and responsive offeror.

Contractor employees must comply with the College's tobacco-free campus policy, maintain strict confidentiality under FERPA, and adhere to confined-space entry procedures, heat stress prevention, and spotted lanternfly quarantine compliance.
