About this opportunity

The City of Roseville, California Department of Public Works is requesting sealed bids for a storm drain repair project involving cure-in-place liner re-lining and new pipe installation across five locations, with bids due August 4, 2026 at 3:00 p.m. and a pre-bid meeting on July 21, 2026 at 3:00 p.m. at the corner of East Street and Center Street.

Successful bidders must hold a valid Class A General Engineering Contractor's license at bid submittal and maintain it throughout performance. The work is subject to California prevailing wage requirements under Labor Code Section 1773 for Placer County, and contractors must register with the Department of Industrial Relations. All contractors and subcontractors performing work exceeding 0.5 percent of the total bid amount must be listed with their license numbers.

The scope spans five locations within Roseville, including Royer Park/Edgemont Way/Piedmont Way, PFE Road, and East Street. Addendum 1, issued July 27, 2026, revises project alignment notes at four stations on Sheet 6 (PFE-1) for curb and gutter construction callouts; prospective bidders must acknowledge acceptance of this addendum on the Proposal Form. Questions are due July 28, 2026.

The City will award the contract to the lowest responsible bidder based on Grand Total Bid Price and reserves the right to reject any or all bids. A bid guaranty equal to at least 10 percent of the Grand Total Price is required (Certificate of Deposit, certified or cashier's check, bidder's bond, or irrevocable standby letter of credit). The successful bidder must furnish two performance and payment bonds, each equal to 100 percent of the contract price, and maintain comprehensive insurance: commercial general liability ($2 million per occurrence), automobile liability ($1 million), workers' compensation, and pollution liability ($2 million). Contract award is expected within 60 business days following the bid opening. Bidding documents are available on the City's website at https://www.roseville.ca.us/business/procurement_services/bids_rfps.
