About this opportunity

Bexar County is soliciting bids for hydrovac and line jetting services on a requirements basis for storm drain system cleaning and video inspection, with bids due August 20, 2026.

The scope encompasses removal of debris, solids, sand, grease, grit, and rock from drain mains, manholes, and structures; high-pressure manhole and structure wall washing; and storm drain video inspection services. Primary cleaning equipment must deliver a minimum of 30 gallons per minute at 1,500 psi for storm drain mains and 2,500 psi for structures. The awardee must furnish hydro excavation trucks with remote-controlled vacuum hoses, line jetting and hydro excavation combo trucks, and hydrovac units meeting specified tank capacities and pressure ratings. The contractor arrives on-site with all materials, equipment, labor, and debris-disposal capability; payment is calculated hourly from arrival to departure (excluding travel time), with standard working hours Monday through Friday, 7 a.m. to 5 p.m. on non-holidays and non-standard hours available outside this window.

The contractor bears full responsibility for securing a licensed legal dump site, obtaining water meter services from the local water purveyor, and paying all water usage charges. Any damage to drain lines, structures, or surrounding property resulting from cleaning or equipment operation must be repaired by the contractor at no additional cost. The contractor must implement sand traps, weirs, dams, or suction devices in downstream manholes to capture solids and debris, and maintain compliance with all Federal, State, and local environmental and anti-pollution laws. Bexar County retains the right to require equipment performance demonstrations and may mandate alternative equipment or attachments if proposed methods prove unsatisfactory, including use of multiple equipment types across project locations.
