The primary cleaning method specified is high-velocity drain cleaning equipment capable of producing a minimum of 30 gallons per minute at 1,500 psi for storm drain mains and 2,500 psi for structures. The contractor must also perform manhole or structure wall washing using high-pressure water jets. Minimum equipment requirements include hydro excavation trucks with remote-controlled vacuum hoses, line jetting and hydro excavation combo trucks, and hydrovac units with specific tank capacities and pressure specifications. The contract requires contractors to arrive on site with all necessary materials, equipment, labor, and debris disposal capabilities prior to beginning work, with payment calculated on an hourly basis from arrival to departure, excluding travel time. Standard working hours are Monday through Friday, 7 a.m. to 5 p.m. on non-holidays, with non-standard hours available outside this timeframe.

The contractor is also responsible for implementing suitable sand traps, weirs, dams, or suction devices in downstream manholes to capture solids and debris, and must maintain a clean work area in compliance with all Federal, State, and local environmental and anti-pollution laws, ordinances, codes, and regulations. The contract specifies that the Owner retains the right to require demonstration of equipment performance capabilities and may mandate use of alternative equipment or attachments if proposed methods prove unsatisfactory, with the possibility that multiple equipment types may be required at different project locations.

Bexar County Public Works Specification for

Storm Drain System Cleaning

STORM DRAIN SYSTEM CLEANING

SCOPE: The Contractor shall furnish all labor, equipment, and materials necessary for cleaning the storm drain system, including the removal of all debris/solids, sand, grease, grit, rock, etc. from the drain mains, manholes, or structures.

DESCRIPTION: The Contractor shall be required to have all materials, equipment, and labor necessary to complete the cleaning of the storm drain system on the jobsite prior to isolating it for the cleaning process.

The Contractor shall only use the type of cleaning identified below to perform the necessary removal of all material which will not create hazards to health, property, affect downstream processes, or damage to the storm drain system.

The storm drain mains, manholes, and structures shall be cleaned by using high velocity drain cleaning equipment. The cleaning process shall remove all debris, grease, sand, silts, solids, rags, rock, etc. from each drain segment, including the manhole(s) or structures. Selection of cleaning equipment shall be based on the condition of the storm drain lines at the time work commences and will be subject to Owners pre-approval. All cleaning equipment and devices shall be operated by experienced personnel. Satisfactory precautions shall be taken to protect the storm drain lines, manholes, or structures from damage that might be inflicted by the improper use of the cleaning process or equipment. Any damages done to a drain line, manhole, or structure by the Contractor shall be repaired by the Contractor at no additional cost and to the satisfaction of Owner.

Cleaning shall also include the manhole or structure wall washing by a high pressure water jet.

1. High Velocity Cleaning: Cleaning equipment that uses a high velocity water jet for removing all debris shall be capable of producing a minimum volume of 30 gpm, with a pressure of 1,500 psi, for the storm drain main and 2,500 psi for the (manhole) structure at the pump. Any variations to this pumping rate must be pre-approved by the Owner. To prevent damage to older drain lines and property, a pressure less than 1,500 psi can be used. A working pressure gauge shall be used on the discharge of all high pressure water pumps. The Contractor shall use, in addition to conventional nozzles, a nozzle which directs the cleaning force to the bottom of the pipe for drains 18" and larger in diameter. The Contractor shall operate the equipment so that the pressurized nozzle continues to move at all times. The pressurized nozzle shall be turned off or reduced anytime the hose is on hold or delayed in order to prevent damage to the line.

Minimum Equipment Requirements:

1. Hydro Excavation Truck - 12" Remote Controlled Vacuum Hose w/3500 PSI Water Pressure Wand with 180 Degree Rotating Boom. Must have a minimum of 15' Telescoping Boom. Must have 2000 gal debris tank capacity. Must have 2000 gal capacity water tank.

2. Line Jetting & Hydro Excavation Combo Truck - Hydro Excavation Requirements: 12" Remote Controlled Vacuum Hose w/3500 PSI Water Pressure Wand with 180 Degree Rotating Boom. Must have a minimum of 15' Telescoping Boom. Must have 2000 gal debris tank capacity. Must have 2000 gal capacity water tank. Line Jetting Requirements: 90GPM Variable Flow Water System, 3500 PSI Water Pressure. 1" x 800' High Pressure Sewer Hose on Hydraulic Reel.

3. HydroJetting Unit - 700 gallon water tank capacity w/30 gpm @ 3,000 psi.

Must have Rotating Hose Reel w 600 foot reach.

4. Line Jetting & Hydro Excavation Combo Truck - Hydro Excavation Requirements: 8" Remote Controlled Vacuum Hose w/2500 PSI Water Pressure Wand with 180 Degree Rotating Boom. Must have a minimum of 12' Telescoping Boom. Must have 2000 gal debris tank capacity. Must have 1750 gal capacity water tank. Line Jetting Requirements: 85GPM Variable Flow Water System, 2500 PSI Water Pressure. 1" x 600' High Pressure Sewer Hose on Hydraulic Reel.

GENERAL REQUIREMENTS: In addition to the requirements specified herein, the Contractor shall maintain a clean work area and surrounding premises within the work limits so as to comply with Federal, State, and local environmental and anti-pollution laws, ordinances, codes, and regulations when cleaning and disposing of waste materials, debris, and rubbish. The contractor shall also keep the work and surrounding premises within work limits free of accumulations of dirt, dust, waste materials, debris, and rubbish. Suitable containers for storage of waste materials, debris, and rubbish shall be provided until time of disposal. It is the sole responsibility of the Contractor to secure a licensed legal dump site for the disposal of this material. Under no circumstances shall solids removed from the main or manhole be dumped on the ground, streets, ditches, catch basins, storm drains, or storm drains. Cost for this item shall be included in the price bid for storm drain system cleaning.

The Contractor may be required to demonstrate the performance capabilities of the cleaning equipment proposed for use on the project. If the results obtained by the proposed storm drain system cleaning equipment are not satisfactory to the Owner, the Contractor shall use different equipment and/or attachments, as required, to meet the requirements of the contract documents. More than one type of equipment/attachments may be required at any given location within the project scope. When high velocity cleaning equipment is used, a suitable sand trap, weir, dam, or suction shall be constructed in the downstream manhole in such a manner that all the solids and debris are trapped for removal.

Any damage of property, as a result of flooding, shall be the sole liability and responsibility of the Contractor.
