About this opportunity

The State of South Carolina's Information Technology Management Office (ITMO) and State Fiscal Accountability Authority are procuring a Statewide Managed Services Provider (MSP) to administer a comprehensive Vendor Management System (VMS) for professional services contracts, specifically targeting the IT Temporary Staff Augmentation and Small Applications Development contracts. The selected MSP will manage web-based systems for job requisitions, time collection, invoicing, reporting, candidate submissions, and compliance verification across multiple state contracts. Evaluation criteria will be weighted as follows: technical proposal quality (40%), offeror qualifications and past performance (30%), price/business proposal (20%), and demonstration performance (10% pass/fail). Proposals were due on April 13, 2022, at 11:00 a.m., with questions accepted until March 24, 2022, at 5:00 p.m. A non-mandatory virtual pre-bid conference was held on March 24, 2022, at 9:00 a.m. via Microsoft Teams, and responsive offerors were required to provide live demonstrations of their vendor management system. The contract offers an initial two-year term with up to five optional one-year renewal periods, potentially spanning seven years from May 1, 2022, to April 30, 2029.

The procurement is open to all qualified vendors with no specific set-aside designations, though all work must be performed within the continental United States with no offshore contracting permitted. The current MSP is Tapfin-Manpower Group Solutions, which uses the Beeline vendor management system. The contract is self-funded through a transaction fee not exceeding 2% and an additional 0.5% administrative fee remitted to the State Procurement Office, with no separate charges to the State or Using Governmental Units. Historical contract data reveals annual spending of $67.7 million, with a total spend of $454.2 million from 2015 through 2021, covering an average of 561 temporary staff placements across 35 governmental units. Contractors must provide a performance/payment bond of $5 million within seven business days of receiving the Intent to Award, issued by a surety company licensed in South Carolina with a minimum A.M. Best rating. The contract currently includes 197 active supplier contracts and represents a significant opportunity for managing professional services across South Carolina's governmental ecosystem.
