About this opportunity
The State of Iowa is requesting bids for statewide courier services under RFB 005-RFB-3054-2027, with proposals due October 2, 2026. The scope spans daily scheduled routes and on-call pickup and delivery across multiple Iowa state agencies — the Department of Human Services, Department of Corrections, Iowa Veterans Home, Iowa Public Employees Retirement Services (IPERS), Homeland Security-Emergency Management, Department of Transportation Ankeny, Child Support Services, Attorney General's Office, Board of Medicine, and Iowa Lottery — with service locations distributed across Des Moines central offices and thirteen DHS mental health and correctional facilities, eight DOC correctional facilities, twenty-three DHS county offices, sixteen DHS County Child Support Recovery Unit locations, and the Iowa Veterans Home.
Services include handling confidential documents, legal filings, medical and biohazard materials per OSHA and DOT standards, sensitive equipment, and oversized cargo up to 120 pounds, with real-time GPS tracking, proof-of-delivery documentation within 24 hours, and daily delivery manifests for scheduled routes. The bidder must assign consistent personnel and provide dedicated account representation Monday–Friday 8:00 AM to 5:00 PM CT with 30-minute emergency contact response.
Performance requirements are firm: 95% on-time delivery for scheduled routes, 90% for on-call deliveries, 95% on-call completion rate, and a 4 out of 5 stars customer satisfaction rating, with zero tolerance for lost or stolen materials. Personnel must hold valid driver's licenses with no more than two moving violations in three years and no DUI/DWI convictions in five years, plus state and federal background checks, drug testing, and professional uniforms with photo identification. Vehicles must be fully enclosed with lockable cargo areas, properly registered and insured, with backup vehicles to prevent service delays.
Pricing must be firm for the initial contract term with price adjustments thereafter limited to the lesser of 5% or the Consumer Price Index change for the preceding 12 months. All costs including fuel, maintenance, insurance, and personnel are included in base pricing with no additional surcharges without prior written approval. The bidder assumes full risk and liability for all packages in transit and must maintain comprehensive records for three years. Quarterly performance reviews are mandatory; failure to meet performance standards for two consecutive quarters may result in contract termination.
