About this opportunity

The Iowa Department of Administrative Services is requesting bids on statewide courier services under RFB 2446-2026, with proposals due July 20, 2026. The scope encompasses daily scheduled routes serving multiple state agencies—including the Department of Human Services, Department of Corrections, Iowa Veterans Home, Iowa Public Employees Retirement System, Department of Transportation, Attorney General's Office, and others—across 16 DHS mental health and resource facilities, 8 DOC correctional facilities, multiple county DHS offices, and specialized locations statewide.

The awardee must provide next-day service for requests received by 2:30 PM local time, maintain real-time GPS tracking accessible to the Agency, and deliver a dedicated account representative available Monday through Friday, 8:00 AM to 5:00 PM Central Time with 30-minute response time for emergencies and two-hour response for routine requests. A fully staffed dispatch center and 24/7 online portal or mobile application for service requests and tracking are required. Drivers must be at least 18 years old with valid licenses, clean driving records (maximum two moving violations in three years), no DUI/DWI convictions within five years, and English proficiency. All staff must pass State and Federal criminal background checks and drug screening. Vehicles must have fully enclosed lockable cargo areas, real-time GPS, maintenance records, and backup vehicles on standby.

Pricing must be firm for the initial contract term with adjustments capped at the lesser of 5% or the Consumer Price Index change for Iowa; all costs including fuel, maintenance, insurance, and personnel must be included in base pricing. Performance standards require 95% on-time delivery for scheduled routes, 90% for on-call deliveries, 95% on-call completion rates, and a 4 out of 5 customer satisfaction rating. Failure to meet performance standards for two consecutive quarters within 12 months may trigger contract termination. Quarterly performance review meetings and an annually tested business continuity plan are mandatory.
