About this file
This is a Request for Bids (RFB) document issued by the Iowa Department of Administrative Services (DAS) for statewide courier services available to all state agencies. The solicitation seeks qualified providers to deliver pickup and delivery services for letters, reports, packages, and supplies across Iowa, with package weights ranging from letter weight to 80 pounds. Services include daily scheduled routes, on-call delivery options, package handling, quality control, emergency and business continuity planning, performance monitoring, and security protocols. The RFB was opened on June 26, 2026, with bids due by July 20, 2026, at 2:00 PM CDT. The resulting contract will commence on September 1, 2026, and conclude on August 31, 2027, with the state retaining the sole option to renew for up to five additional one-year extensions on the same or more favorable terms. Delivery locations are specified in Attachment 1, and bidders must provide their own vehicles with all transportation and vehicle-related costs incorporated into proposal pricing.
Pricing is based on daily flat rates submitted by bidders in the required Attachment 1 spreadsheet format, with firms required to pay a 1.00% administrative fee on all sales to the Iowa Department of Administrative Services, remitted quarterly. The state allows 60 days for payment per Iowa Code 8A.514, with bidders able to offer discounts for 30-day payment terms and encouraged to accept the state's Purchasing Card program. Pricing must remain firm for the initial contract term, with any adjustments capped at the lesser of 5% or the Consumer Price Index change for Iowa. Bidders must demonstrate ability to meet performance standards including 95% on-time delivery for scheduled routes, 90% for on-call deliveries, 95% on-call completion rates, and a 4 out of 5 customer satisfaction rating. All bidders must provide three customer references, comply with insurance requirements, submit annual sales reports, and obtain security clearances and background checks for personnel. The contract is non-exclusive, and the state reserves the right to add additional pickup and drop-off locations within the scope of the solicitation.
