About this opportunity

The Illinois Department of Transportation District 1 is requesting bids for a standard overlay project on Pershing Road in Cook County, a four-lane minor arterial spanning 2.27 miles through the villages of Lyons and Stickney, with electronic bids due September 18, 2026 at 12:00 p.m. via the iCX system. This is a federal-aid construction contract subject to state and federal compliance requirements, including disadvantaged business enterprise participation provisions.

The scope encompasses hot-mix asphalt removal, PCC removal and milling, pavement patching, resurfacing with hot-mix asphalt, drainage structure adjustment and cleaning, pavement markings, raised reflective markers, ADA ramps, pedestrian signals, detector loops, and incidental work necessary for project completion. The existing PCC pavement will remain and be overlaid with hot-mix asphalt. Work extends from Ogden Avenue (east terminus) to Central Avenue (west terminus) across a gross length of 12,171 feet.

Utility coordination is required for ComEd electric manhole adjustments (15-day duration) and protection of Nicor natural gas transmission lines, MWRD sewer facilities, and telecommunications infrastructure. Environmental provisions require removal and disposal of regulated substances at 29 intersections, with soil sampling and analysis mandated for landfill disposal acceptance. Hot-mix asphalt mixture design and production quality control must meet Hamburg wheel and I-FIT testing requirements for High ESAL mixtures and specified density procedures. The contractor is responsible for traffic control planning and lane closure requests submitted 72 hours in advance.

Contract completion is October 31, 2027, with a 10-working-day allowance for cleanup and punch-list items. Liquidated damages of $1,000 per lane or ramp blocked and $2,500 for two lanes blocked apply for each 15-minute interval of failure to maintain open traffic lanes outside allowable time limitations. The Department will award to the lowest responsive and responsible bidder and reserves the right to determine responsibility, reject any or all proposals, or re-advertise.
