About this opportunity
The Incorporated Village of Garden City is requesting sealed bids for landmark preservation and roof renovation at St. Paul's Church (351 Stewart Avenue, Garden City, New York), a National Register of Historic Places property, with bids due October 15, 2026 at 11:00 a.m. EDT and a mandatory pre-bid meeting on September 16, 2026 at 10:00 a.m.
The scope encompasses abatement and demolition of approximately 65,000 square feet of existing roofing (flat and mansard systems) followed by replacement installation. The base scope requires DaVinci synthetic slate on all mansard roofs except the clock tower. Multiple alternates offer EcoStar synthetic slate, CertainTeed Grand Manor asphalt shingles, or Garland Stressply cold-applied two-ply systems for flat roofs, plus clock tower roof options, roof framing and sheathing repairs (approximately 25,000 square feet), copper gutter restoration, skylight protection, chimney stabilization, masonry structural repairs (approximately 10,000 square feet), and flat roof silicone coating systems. The contractor must provide labor, materials, equipment, permits, temporary facilities, structural shoring, hazardous materials abatement (including asbestos-containing materials), and site management. Work hours are restricted to 8 a.m. through 5 p.m., Monday through Friday. Vehicular access is limited to Rockaway Avenue with a 5 mph speed restriction; operations must not interfere with adjacent sports fields or emergency services. The contractor must comply with 2025 New York State Building Code, OSHA standards, and New York State Department of Labor regulations for hazardous materials abatement. All costs for asbestos and lead-based paint verification, design, and installation of required structural bracing and shoring prior to demolition are the contractor's responsibility.
Bidders must demonstrate sufficient experience in landmark preservation construction and prove financial ability to complete the project. Each bid requires a certified check or bid bond of not less than 5% of the total bid amount, payable to the Village. Successful bidders must execute the contract and furnish required insurance and bonds within thirty days of acceptance. Prevailing wage rate schedules established by the New York State Department of Labor apply. Bid specifications and plans are available for download at no cost from the New York State Contract Reporter website or as physical copies for $25 per set.
