About this opportunity
The Maine Department of Environmental Protection's Division of Purchases is soliciting quotes for St. George River Signs, with quotes due November 16, 2011 at 2:00 p.m. local time.
The scope involves signage related to invasive species prevention for the St. George River, specifically didymo awareness and equipment decontamination guidance. Detailed specifications are not provided in the source materials; the procurement appears tied to public education messaging on cleaning procedures for fishing gear, waders, watercraft, and related equipment to prevent spread of invasive algae.
Unit prices must be submitted for each item unless otherwise specified, with delivery to destination and all transportation charges prepaid by the contractor. The State is exempt from Federal and Maine State Sales and Use Taxes and expects quotes to exclude these. Cash discounts for payments of 20 days or more are considered in evaluation; discounts under 20 days will not be evaluated due to standard accounting procedures.
Awards are made to the bidder offering best value considering quality, conformity to specifications, delivery dates, and overall state interests. The Division of Purchases reserves the right to reject any or all quotes, waive formalities or technicalities, and increase or decrease ordered quantities by up to 10% unless otherwise stated. The contract period may be extended by the State Purchasing Director with contractor consent, provided the total contract period, including extensions, does not exceed three years from commencement. In case of contractor default, the Division reserves the right to procure materials from alternative sources and charge any excess costs to the original contractor. Hazardous-material manufacturers must provide current material safety data sheets in accordance with Maine's Chemical Substance Identification Law. Quotes may be submitted electronically or, for supporting documents, by fax or mail prior to bid opening.
