About this opportunity
The New York State Office of Parks, Recreation and Historic Preservation (OPRHP) is seeking quotes for asphalt pavement repairs at Saratoga Spa State Park (SPAC East 50 Lot), Saratoga Springs, with RFQ responses due August 12, 2026 and vendor questions due July 24, 2026. No set-asides or participation goals are established; however, Public Building Law 8(6) provisions provide a preference for certified Minority or Women-Owned Business Enterprises within ten percent of the lowest bid (maximum contract amount $1,737,918).
The scope includes saw cutting asphalt pavement (975 linear feet × 4 linear feet), removal of 4 inches of existing asphalt, demolition and removal of flowable fill, installation and compaction of 6 to 8 inches of Type 2 stone subbase, installation of 2.5 inches of asphalt binder course (3,900 square feet), and installation of 1.5 inches of asphalt top course (3,900 square feet). All asphalt materials must meet NYS DOT MM 5.16 standards sourced from NYS DOT-approved suppliers. Density testing must achieve 95 percent compaction (acceptable range 92–97 percent of maximum theoretical density). A mandatory preinstallation conference at the project site is required. Prevailing wage requirements apply under New York Labor Law Articles 8 and 9 (PRC# 2026021265) with journeyworker rates ranging approximately $34.67 to $72.39 per hour depending on trade classification. Contractors must register with the Bureau of Public Work and Prevailing Wage Enforcement prior to bidding and provide certified payrolls monthly.
Commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 general aggregate is required, with OPRHP named as additional insured. All pricing must be itemized; lump sum pricing is unacceptable. Responses must remain valid for 90 days. Award will be made to the responsive, responsible, and qualified bidder offering the lowest total cost. Liquidated damages apply on a sliding scale based on contract bid price, ranging from $500 to $7,000 per calendar day. Contact Christopher More at Christopher.more@parks.ny.gov or 518-223-2504.
