About this opportunity

The City of Joliet Department of Public Utilities is requesting sealed bids for demolition of a Southeast Joliet Sanitary District water tower and wellhouse located at 1607 Moore Avenue, with bids due August 12, 2026 at 10:00 a.m. through the Euna Procurement (Bonfire) portal. The project is eligible for local bidder preference ordinance benefits.

The scope encompasses complete demolition of a multi-legged steel elevated water tank approximately 115 feet tall (constructed in the 1950s–60s), its foundation, concrete splash block, associated wellhouse, and all attached components; removal and offsite disposal of all demolished materials in compliance with federal, state, and local regulations; excavation of the concrete foundation to three feet below surface; disconnection and abandonment of water mains and the abandoned water supply well; and site restoration including topsoil and grass seed application. An allowance of $20,000 is provided for asbestos and lead inspections and removal if required, with the contractor responsible for conducting inspections prior to demolition. The contractor must obtain a temporary construction easement from Chicago Street through an adjacent property.

The City anticipates issuing a Notice to Proceed after September 1, 2026, with all work required to be completed by December 31, 2026. Contractors have 60 calendar days from receipt of the Notice to Proceed to complete the project, subject to extensions for extreme weather conditions including frost depths exceeding 24 inches, thunderstorms, heavy snow, and unsafe soil conditions. Payment is made upon completion and acceptance by the Engineer, subject to 10% retainage.

Bids must be submitted as a lump sum covering all project costs. Bid security of at least 10% of the base bid is required in the form of a certified check, cashier's check, or Illinois-licensed surety bond. The contractor must provide general liability ($2,000,000 general aggregate, $1,000,000 each occurrence), workers' compensation, automobile liability ($1,000,000 combined single limit), and umbrella coverage ($1,000,000 aggregate), plus 100% contract performance and payment security via an Illinois-licensed surety bond with a Best's rating of no less than A-. The project is subject to the Illinois Prevailing Wage Act, and all contractors must comply with prevailing wage requirements and provide certified payroll records. Site visits are available Monday through Friday from 7:00 a.m. to 3:30 p.m. by contacting Nick Gornick at 815-724-3675 or ngornick@joliet.gov.
