About this opportunity
Seminole County, Florida is soliciting bids for on-demand transportation services for recyclable materials, municipal solid waste, and yard waste from the Seminole County Central Transfer Station, with bids due September 16, 2026 at 2:00 p.m. via the County's e-Procurement Portal and questions due September 7, 2026 at 5:00 p.m.
The solicitation is structured across two equipment schedules and three material lots. Schedule A provides County-supplied trailers with contractor-supplied tractors and CDL drivers; Schedule B requires contractors to supply all equipment including tractors and trailers. Lot 1 covers recyclable materials transport to a County-designated Materials Recovery Facility (approximately 80 miles round trip, range 40–110 miles), with estimated annual tonnage of approximately 20,000 tons requiring 1,333–1,667 loads. Lot 2 covers municipal solid waste to Seminole County Osceola Road Landfill (approximately 38 miles round trip). Lot 3 covers yard waste to the landfill or designated processing area (approximately 38 miles round trip). Services must be available Monday through Saturday, 6:30 a.m. to 6:30 p.m., on an as-needed basis.
Contractors must maintain a minimum of two operational tractors or tractor-trailer units and respond to hauling requests within 48 hours. Award will be made to the lowest responsible bidder meeting all requirements; the County reserves the right to make multiple awards, partial awards, or reject all bids. All bid prices must remain firm for 120 days following bid opening and for a minimum of one year after contract execution with no cost increases authorized during the first year. Contractors are responsible for all direct and indirect costs including fuel, tolls, insurance, licenses, and permits. Bidders must demonstrate three years of satisfactory experience performing similar services, hold current state-required licenses and certifications, provide proof of workers' compensation compliance, certify a drug-free workplace, and maintain specified insurance coverage. Price redetermination provisions allow petitions for wage, minimum wage, fuel, or materials cost increases based on documented indices; fuel adjustments are granted only when fuel prices change by a minimum of 10 percent. The County reserves the right to change the designated MRF location for recyclables with 30 days' written notice, with pricing adjusted per applicable mileage bands.
