About this opportunity

Madison County Public Defender Office (Alabama) is seeking a sole-source legal research database tool from LexisNexis, with a question-due date of September 3, 2026. This is a sole-source acquisition, limiting competition to a single identified vendor.

The scope comprises an Internet Legal Research Database Tool supporting the Public Defender Office's legal research function. Required capabilities include primary law and legal analytics with comprehensive case law, statutes, and regulations; Shephard's Citations Service for legal authority validation; artificial intelligence and machine-learning technology for query interpretation and natural-language processing; case headnotes with direct language from court opinions; graphical presentation of citing relationships between cases; specialized legal research topics with detailed reports including elements, burden of proof, and standards of review; and data-driven insights into judicial and attorney behaviors organized into a single workflow combining Legal Research, Practical Guidance, and Brief Analysis.

The contract is subject to Alabama's Quick Quotes standard terms and conditions. Any resulting contract may be renewed annually by written agreement up to a total contract cost of $25,000 or five years from the effective date, whichever occurs first. Price escalations are permitted if material or labor costs significantly increase, but cannot exceed 5% of annual contract cost and must not exceed industry-specific price index increases or CPI during the same period.

Suppliers must register in Alabama Buys and submit responses electronically through the Supplier Portal. Suppliers who are foreign entities must register with the Alabama Secretary of State; those employing workers in Alabama must enroll in E-Verify. The State reserves the right to conduct cost realism and price reasonableness analysis and may request proof of supplier qualifications including manufacturer authorizations and certificates of insurance. The contract is governed by Alabama law with exclusive venue in Montgomery.
