About this file

This is a Sourcing Project document for Madison County Public Defender Office in Alabama detailing requirements for a sole-source legal research database tool procurement. The project seeks to establish an Internet Legal Research Database Tool for the Public Defender Office's legal research needs. The document outlines comprehensive functional requirements for the requested system but does not specify quantities, response dates, due dates, site visits, bidder meetings, award dates, or contract terms and renewal options.

The procurement is designated as a sole-source acquisition, indicating that only one vendor has been identified as capable of meeting the specified requirements. The system must feature primary law and legal analytics with comprehensive case law, statutes, and regulations; provide Shephard's Citations Service for legal authority validation; incorporate artificial intelligence and machine-learning technology for query interpretation and natural-language processing; deliver case headnotes with direct language from court opinions; enable graphical presentation of citing relationships between cases; support specialized legal research topics with detailed reports including elements, burden of proof, and standards of review; and provide data-driven insights into judicial and attorney behaviors organized into a single workflow combining Legal Research, Practical Guidance, and Brief Analysis. The file does not contain information regarding pricing terms, set-asides, incumbents, funding sources, or other financial considerations.
