About this opportunity
The State of Alabama Office of the Chief Procurement Officer is procuring sole-source Electronic Data Interchange services for the Alabama Office of Indigent Defense, with responses due October 9, 2026. This is a sole-source procurement; Apparitura has been identified as the only vendor capable of meeting the technical and operational requirements.
The scope requires EDI integration with the Office of Indigent Defense Claims and Compensation system (OIDCC) website to automate billing submissions from appointed attorneys. The solution must translate data into the correct OIDS format, integrate with existing records, and export information to attorneys' open claims on the AIDCC website. The provider must supply licenses for Apparitura OIDS EDI redeemable by valid registered OIDCC website users, include a $0 fee statement on all claims processed through EDI submission, and provide support and assistance during normal business hours. The system must support the Clio case management platform and Excel formats, with flexibility to accommodate additional case management systems deployed by Apparitura. The vendor must establish administrative and compliance value documentation for automated EDI submission and deliver monthly utilization summaries detailing primary case numbers for processed claims throughout the fiscal year.
The total contract ceiling is $25,000 with a maximum term of five years from the effective date, whichever occurs first. Any resulting contract may be renewed annually by written agreement. Suppliers must register in Alabama Buys and submit responses electronically through the platform. All supplier inquiries must be submitted online through the Supplier Portal. Mandatory compliance requirements include Alabama state law, certification of compliance with state sales tax requirements, federal immigration law through E-Verify enrollment, and the state's open trade policy. Price escalation requests are permitted only when justified by documented increases in material or labor costs, limited to the lesser of industry-specific price index increases or five percent of annual contract cost, and cannot exceed the $25,000 total ceiling.
