About this file
This is a sourcing project document for the Alabama Office of Indigent Defense detailing a sole-source procurement for Apparitura OIDS Electronic Data Interchange (EDI) services. The project, designated for fiscal year 2027, establishes requirements for an EDI solution that must demonstrate operational capability across a representative group of appointed attorneys. The service must integrate with existing records, translate data to the correct OIDS format, and export information to attorneys' open claims on the AIDCC website. Additionally, the provider must establish administrative and compliance value documentation for automated EDI submission in indigent defense billing processes.
The vendor must provide licenses for Apparitura OIDS EDI redeemable by valid and registered users of the OIDS AIDCC website, include a $0 fee statement on all claims processed through the EDI submission, and deliver reasonable support and assistance during normal business hours to licensees. The solution must support the Clio case management system and Excel formats, with flexibility to accommodate additional case management systems as they are deployed by Apparitura. Monthly utilization summaries detailing primary case numbers for processed claims are required throughout the fiscal year. This is structured as a sole-source procurement, indicating that Apparitura has been identified as the only vendor capable of meeting the specific technical and operational requirements for this EDI integration within the indigent defense billing environment.
