About this opportunity

Capital Metropolitan Transportation Authority (CapMetro), the public transportation authority serving Austin, Texas and surrounding communities, is requesting proposals for a Solar Power Monitoring System under RFP 816192, with proposals due October 5, 2026, at 3:00 p.m. A pre-proposal conference is scheduled for September 16, 2026, at 11:00 a.m. via Microsoft Teams, and written questions are due September 18, 2026, at 3:00 p.m.

The scope is a comprehensive cloud-based Software as a Service (SaaS) solution to remotely monitor 49 currently installed solar and battery systems at bus stops throughout the service area, with capability for future expansion to 60 locations. The system must provide web-based dashboards with real-time access, customizable reporting with key performance indicators and historical trend analysis, secure Single Sign-On (SSO) authentication, and integration with existing CapMetro infrastructure. Deliverables include project management documentation, system design and architecture, comprehensive testing across multiple phases, training for system administrators and field maintenance personnel, operations manuals, and post-implementation support. Technical requirements include 99.99% monthly back-office application availability, 95% uptime with 5% maintenance allowance, 24/7/365 support with 15-minute response times for critical issues, and 4-hour Mean Time to Resolution for Severity Level 1 incidents. The contractor must comply with WCAG 2.0 AA accessibility, ADA, PCI standards, encryption protocols, disaster recovery planning, and all federal, state, and local regulatory requirements. Pricing must be firm-fixed, fully burdened, and exclude sales taxes. The contract covers five years: a base year plus four optional renewal periods.

Evaluation emphasizes technical factors significantly over cost, with primary consideration given to system connectivity and remote access, dashboard functionality, reporting and analytics, and usability and accessibility. One contract award is anticipated. Proposals must remain effective for a minimum of 120 calendar days from the proposal due date or final proposal revision date. Oral discussions, if required, are tentatively scheduled for October 19–20, 2026, with final revisions due October 27. Anticipated award is November 2026. Offerors must submit firm financial data including bank references and three years of financial statements or audited annual reports, with the option to submit financial documentation separately via email after the proposal deadline. Prime contractors must perform no less than 30 percent of the work with their own organization. Subcontractors at any tier expected to equal or exceed $25,000 must provide debarment certifications.
