About this opportunity

The University of Central Florida (UCF) has issued an Invitation to Negotiate (ITN) for social media marketing services specifically for UCF RESTORES, a nationally recognized trauma treatment and mental health training program. The procurement seeks a marketing partner and social media specialist to expand online reach and enhance digital storytelling capabilities through strategic marketing assets including branded videos and custom graphics. The primary objectives involve supporting UCF RESTORES' strategic priorities of becoming a leader in trauma prevention, mitigation, and treatment for high-risk populations such as veterans, active-duty military personnel, first responders, and mass violence survivors. The contract will focus on developing digital content that highlights the organization's unique intensive outpatient program, research initiatives, and community partnerships. The ITN was posted on December 5, 2025, with proposals due by January 8, 2026, indicating a submission window of approximately one month for interested marketing firms to prepare and submit comprehensive proposals demonstrating expertise in digital storytelling and social media strategy.

While specific set-aside designations are not explicitly detailed in the provided information, the contract appears to be open to qualified marketing firms with demonstrated expertise in digital storytelling and social media strategy for specialized healthcare and research organizations. The procurement is located in Orange County, Florida, specifically serving the Orlando metropolitan area, and targets a vendor capable of supporting UCF RESTORES' complex communication needs around trauma treatment and mental health awareness. The contract seems oriented toward creating impactful marketing materials that can help expand the organization's training efforts, resilience programming, and overall visibility of their innovative trauma treatment approaches. Although precise budget ranges are not specified, the comprehensive nature of the required services suggests a substantial marketing engagement focused on strategic digital communication and brand development for a specialized healthcare research initiative.

Opportunity text

The objective of this Invitation to Negotiate (ITN) is to enable the University of Central Florida (UCF) to enter into an agreement with a Supplier to provide social media marketing services for UCF RESTORES. UCF RESTORES is looking for a marketing partner and social media specialist to expand its online reach and strengthen its reputation on key digital platforms by delivering strategic digital storytelling and impactful marketing assets, such as branded videos and custom graphics. UCF RESTORES is a nationally recognized leader in evidence-based trauma treatment and mental health training. Through cutting-edge research, advanced clinical care, technical innovation, and robust community partnerships, we restore hope and resilience for those who protect and serve. What began as a government-funded research initiative in 2011 has grown to serve as an invaluable resource to the Orlando community, the state of Florida and beyond. UCF RESTORES' unique approach to treatment - including the first-of-its-kind intensive outpatient program - combines individual exposure therapy, emerging technology, and group resiliency skills training to realize unprecedented success for those suffering from PTSD. Our strategic priorities include becoming a nationally recognized leader in the prevention, mitigation, and treatment of trauma and PTSD in high-risk populations including veterans, active-duty military personnel, first responders and survivors of mass violence and mass casualties. This includes expanding our training efforts past peer support training and mental health awareness training to include resilience and team resilience, expanding our efforts to mitigate operational stress during and in the immediate aftermath of traumatic events, and expanding our intervention efforts to further improve treatment outcomes. All this work will be grounded in rigorous research to document their efficacy. A second priority is to secure, through philanthropic endowments, a financial base capable of supporting the clinic's ability to provide high quality treatment at no cost to the groups described above. The Successful Respondent, if any, will enter into a contract with UCF that provides for the performance of all terms and conditions set forth in this ITN, unless UCF has agreed to accept or negotiate certain terms and conditions, as described in Section 2.3. Non-negotiable terms and conditions (as indicated in Appendix I) must always be performed by the Respondent. The University of Central Florida will post all official addendums, amendments, and status updates related to this Invitation to Negotiate (ITN) on the Procurement Services website ( https://procurement.ucf.edu/solicitations/ ). We appreciate your cooperation in monitoring this page throughout the process for any new developments.
