Scope excludes areas within the National Highway System.
Contracts carry a one-year base period with four optional one-year extensions, not to exceed five years total. Bidders must submit firm-fixed unit prices for all contract periods, a Vendor Information and Equipment Form with specific vehicle identifiers for each group, a signed copy of the District's specifications, and an Inspection Scheduling Form. Contracts exceeding $250,000 require a Subcontracting Plan demonstrating at least 35% subcontracting. Contractors must carry $1,000,000 combined single-limit automobile liability, $1,000,000 per occurrence commercial general liability with $2,000,000 aggregate, and $10,000,000 umbrella coverage. Liquidated damages apply for performance failures, capped at 10% of total contract value or 25% of the applicable snow event invoice, whichever is less. Payment is made on or before the 30th day after proper invoice receipt through the DC Vendor Portal on a monthly basis.
