About this file
This is a Solicitation, Offer, and Award (IFB) document issued by the District of Columbia Office of Contracting and Procurement on behalf of the Department of Public Works for snow and ice hauling, removal, and plowing services. The District seeks contractors to provide trucks and equipment with qualified operators to support snow operations during the support season from October 1 through March 31 annually. The solicitation contemplates awarding multiple indefinite delivery, indefinite quantity (IDIQ) contracts based on firm-fixed unit prices across five aggregate award groups: Single-Axle Dump Trucks (Group A), Tandem Dump Trucks (Group B), Tri-Axle Dump Trucks (Group C), Graders and related equipment (Group D), and Specialty Equipment (Group E). Each bidder must demonstrate minimum equipment and operator requirements specific to their chosen group(s), with visual inspection and verification required prior to award. Sealed bids were due by 2:00 p.m. Eastern Time on Thursday, September 17, 2026. The contract has a base period of one year from the award date, with options to extend for four additional one-year periods, not to exceed five years total. The District will provide notification of required services at least 4 to 6 hours before a snow event, and contractors must maintain 24-hour, 7-day availability with adequate operators for continuous operations during major snow events.
Bidders must submit unit prices for all contract periods on the provided Price Schedule and complete a Subcontracting Plan demonstrating at least 35% subcontracting for contracts exceeding $250,000. A Vendor Information and Equipment Form with specific vehicle identifiers must be submitted for each aggregate award group, along with a signed copy of the District's specifications document and an Inspection Scheduling Form. The solicitation is open market with no specific set-asides noted, though contractors must comply with First Source Employment Agreement requirements for contracts of $300,000 or more, ensuring at least 51% of new hires are District residents. Liquidated damages will be assessed for performance failures, including equipment replacement delays, unsafe conditions, and late arrivals, with penalties calculated as multiples of hourly rates capped at 10% of total contract value or 25% of the applicable snow event invoice, whichever is less. Contractors must maintain comprehensive insurance coverage including $1,000,000 combined single limit automobile liability, $1,000,000 per occurrence commercial general liability with $2,000,000 aggregate, and $10,000,000 umbrella coverage. Payment will be made on or before the 30th day after receipt of proper invoices submitted through the DC Vendor Portal on a monthly basis.

B.8 RESERVED
SECTION C: SPECIFICATIONS/WORK STATEMENT
C.1 SCOPE
The District of Columbia Government, Office of Contracting and Procurement (OCP) on behalf of the Department of Public Works, (the District) requires the services of a contractor to provide snow and ice hauling, plowing, and removal services in support of the District's snow operation.
The Contractor shall furnish appropriate trucks and equipment driven by qualified operators, as needed for the effective and efficient performance of snow and ice hauling, plowing, and removal.
C.2 APPLICABLE DOCUMENTS
In performance of work under this contract and any task order issued against this contract, the Contractor shall adhere to all local, state, and federal regulations regarding commercial drivers and the operation of vehicles to be used under this contract.
C.3 BACKGROUND
The Department of Public Works (DPW) leads the District Snow Team with support from the District Department of Transportation (DDOT) to clear our streets of snow and ice. Other team members include the Department of General Services (DGS), which clears snow/ice from around municipal buildings; Homeland Security and Emergency Management Agency (HSEMA), which provides coordinative activities for DC government agencies responding to winter storms; Serve DC, which coordinates volunteer snow shoveling services to homeowners who are seniors and/or living with a disability; and DC Water and the Office of the State Superintendent of Education (OSSE), which also provide plow drivers to support the Snow Team.
The Snow Team deploys several hours before a storm starts so team members will be in place, ready to work when snow falls. How many resources – people, equipment and supplies – are involved will match the storm’s predicted intensity. The Snow Team treats highways, commercial streets, and residential streets simultaneously.
When the snow team is at its full strength, more than 800 people and more than 500 plows (including municipal plows as well as contractors’ plows and rental plows) will be working. Team members include plow drivers, front-end loader operators, salt dome monitors, command center staff, administrative staff and technology staff.
The District Snow Team aims to meet District snow performance measures, based on storm severity, for clearing snow and ice. The standards establish the timeframes within which the Snow Team should achieve passable streets based on the amount of accumulated snow or the presence of ice at the end of a storm.

The District will not compensate for downtime beyond 1 hour. The Contractor shall immediately report to the CA or their designee if a vehicle or piece of equipment is inoperable and shall notify the CA or their designee when repairs are made such that equipment is operational so that both parties know when performance can resume. The Contractor shall also notify the CA or their designee if a vehicle or equipment is in a state beyond repair or becomes in such a state.
